#1 Bob has taken a page right out of the Communist playbook. This isn't anything new - Lenin did it in 1919 in Russia. Stalin did it in Eastern Europe in 1945. The communists tried to do it in Germany in 1923, but failed.

The idea is to destroy all "old" wealth. First confiscate the land, granting new people to live on that land, but deny them ownership. Second, cause rampant, runaway inflation, so that no one's money, from any source, is worth anything, and any savings or inheritance are totally wiped out. The next step will be to issue new money in new denominations, with one "new" Dollar/ruble/whatever worth virtually as much as anybody had previously. The government and its most trusted cronies will change all their money into gold long before the situation reaches critical mass, as it has now. Once the new money is in place, the government will sell its gold for the new money, and become instant millionaires. In the end, though, only the GOVERNMENT will have either money, or land, or possessions worth more than a few dollars.

The Democratic party here in the United States has tried to do the same thing, for the same reason - it concentrates power in the hands of a few, while wiping out the power (fortunes, etc.) of others. The "Death tax" is a good example - it's especially aimed at keeping large NEW fortunes from remaining intact. Money has always equalled power. This is the reason the Democrats have fought so hard to prevent the recinding of the estate tax.
