#3 Isn't the writer stretching for a reason why Mbeki to back Bob? Wouldn't it be a simpler theory just to posit that Bob has paid Mbeki off. Hasn't money been discovered to be the overriding reason why some favoured quiet diplomacy with respect to Sadaam.

Like every rule there is a exception. I don't think Jimmy Carter is ever paid off by the thugs he supports. He's just a natural moron.
