Because of some rewrite of the law back in the 90's, they have the choice to return her to active duty to face court martial charges for the acts committed during her uniform time in Iraq or they can let the DoJ just process her under federal laws or a combination of both as there are some charges which one status will not be covered by the other and therefore not double jeopardy. I'll take Roadkill for 100, Alex.
