#1 We keep hearing again and again about the "regrouping" or "rebuilding" or "resurgent" Taliban. They're like one of those sports franchises that hasn't been above .500 in a generation* -- every year is a "rebuilding year," and their eternal battle cry is "wait'll next year!"

Why is it, do you suppose, that the Taliban has been in a rebuilding cycle for five years now?
