#1 Headline does not match story: if the scene was secured and then cleared by an explosive ordinance sisposal team, whence came the ten injuries?

#2 The cars were indeed detonated, causing injuries.

But EOD teams were sent in to make sure there weren't 2nd explosions rigged in the area - a common tactic on the part of the Orcs.

#3 Pretty poor pickings for the Orcs, lotp. Two car bombs net only 10 injured? Used to, a car bomb by itself would kill 20 and injure 50. Seems to be a big drop-off not only in incidents of violence, but in effectiveness as well. SOMETHING is working, and the surge is the logical explanation.
