#1 This is an ironic way of defeating an Arab problem.

That is, most Arab states have enormous secret police organizations to put down their troublemakers. And the secret police quickly become part of the problem. But if the regular Army and police are efficient at policing up bad guyz, then there is much less need for secret police.

Iraq is really getting a lot of chances to be a successful nation. A combination of having the citizenry take an active role in their own protection, an efficient police and military, and a good economy, just utterly drowns the old, corrupt way of doing things.

The one major mistake we made early on was not replacing their French style legal system with a Common Law based system. That would have really taken the brakes off of their progress to come.
