#1 But Diyala province has emerged as one of the most dangerous regions in Iraq, Rear Admiral Gregory Smith, the director of communications for Multinational Forces Iraq said today in a press briefing in Baghdad.
This is relatively speaking: the cowardly media, safely ensonced in the Green Zone, focuses almost exclusively on Baghdad, which is why AlQ worked so hard to stay in Baghdad. Overall violence is down, so right now, we're just 'peak shaving' or 'outlier-chopping'. Some will will argue that we're chasing the lump of dirt under the carpet without noticing that the lump is getting smaller.

This is a military application of Deming's quality control methodology, where one measures, determines the source of largest variance from the desired mean result, and works to reduce the variance. The Japanese used it to kick our economic ass years ago: nice to see our military using it to kick some Jihadi ass in Iraq.
