#1 The odd thing about violenece is that if you try to stop it, it simmers and continues for decades with no winner (aka cycle of violence) but if you let one side kick the ever loving crap out of the other the violence usually ends.

If you want foreign peacekeepers talk to Somalia's neighbors.
