That's that "Wet Feet/Dry Feet" thing. Do we typically repatriate Cubans that are rescued at sea?

#2 Yes, unless they get their feet onto American soil BEFORE Immigration gets to them, they are deported. And being picked up at sea by a ship does not count as Feet Dry.
