#4 bigjim, not sure how they do things in kentucky, but it' a good idea to make sure yu don't look like an idiot before calling someone a dipshit.

As "Large Snerong7311" said, look at the ACTUAL file at www.fas.org/sgp/crs/natsec/RL32492.pdf
and learn that the numbers posted don't correspond to the actual data. Besoeker just fell victim to some good ol' fashioned fuzzy numbers. A the very least, if something looks fishy, it probably is--a good lesson to keep in mind.
