Please advise what exactly the word "Indulged" means in the above sentence,

Were they shooting into the air, or at the Imam?

#2 well this year we infidels put some candy in a figure made to look like Iman Hussain and then little kids are blindfolded and they hit it with sticks until the candy comes out. We call it Piñata Shia.
