#4 When we lived in Germany, back in the first half of the '90s, I heard that something like 70% of high school graduates went on to university... and stayed 10-15 years, because 1) it was practically free, and 2) the unemployment situation was fairly dismal then. Also, most German women never hold a paying job, so half of the population never gets into the statistics.
