#4 a city in New York is giving hispanic citizens 6 votes each (and others only 1 vote)so a hispanic representative will be elected.

#6 If I understand correctly, this electoral system gives everyone in an 'at-large' jurisdiction one vote per at-large position, and they may cast them all for one candidate or distribute them among as many as they like. I have no problem with it, though it could just as well be done by making more districts and eliminating the at-large seats.
