#1 Sanctions have not worked in the past with the nutjobs. Just a prelude to war. It seems like there is a checklist or flow diagram we go through that goes something like this:

1. Stern diplomatic warnings. (Did they work? Nope.)
2. Sanctions? (Did they work? Nope.)
3. UN resolution? (Did it work? Nope. Maybe combined with #2.)
4. Even more stern warnings. (Did they work? Nope.)
5. Even tighter sanctions. (Did they work? Nope.)
6. Some precipitating event occurs such as an attack on us. Dithering in the higher echelons of power.
7. Limited war with difficult ROEs for the troops. (Does this win the hearts and minds? Nope.)

An alternative scenario might be use overwhelming force. Make war hurt. Make the enemy wish they had never f#cked with you in the first place. Exercise the option of rebuilding the country (or not).
