#1 Pakistan has also flatly rejected the US compensation offer to its soldiers' families. + has indic that the outcome of the US investigation into 11/26 is unlikely to repair damaged relations between Pak + the US.

#3 Since Pakistan wouldn't get the money directly it's of no value for them to accept it. They can then tell the families that the US didn't offer it. Propaganda win.
