#1 And why not? Most of the "rebels" - like most islamic crazies, Soviets, left-wingers, and thers of pure motivation - refuse to negotiate until they get 90% of what they want up front.

#2 Got to remember that vendetta is something a live and operative in that part of the world. Look at the Sunni and Shiites go at it next door. Unless one side can overwhelm and subordinate the other, there's not going to be any stable resolution.
