#2 It was actually the regularly scheduled El Al drone flight on stopover, on a flight for 'tourist' views of beautiful Isfahan and Tabriz.

#4 The question boils down to "Who controlled it?". Israel may have given a couple of drones to the Kurds, for all we know.
