#2 He travelled without pateranla authorization (mandatory in France for underages unaccampanied by one of their parents) and was not even asked his passport. So, she is right about the people at the chakpoint (and their employer ie the Styae) being guilty of gross neglect.

#5 Sue them both then. Where is parental responsibility? I do get what you are saying JFM, and some rules need to be reinforced such as legal flying age (if that is a law in France), but also there's the view that some of these parents are relinquishing their responsibility and opportunistically seeking financial recompense for something they may have the potential to prevent - by not sending the kid to the mosque in the first instance.
