It's more a matter of zero-day vulnerabilities, more specifically mitigated ones. Without going into a lot of detail, it's reasonable to assume that the USN's XP on its systems has been tweaked security-wise.

#6 If they got the source code for some of the modules, it'd be straightforward. Not sure whether MSFT's in the habit of doing that sort of thing, though.

#7 I imagine many XP packages would run on this: https://www.winehq.org/

But, it sounds like 100K platforms are old too.
That makes solutions like virtualization a non-starter also.

Most XP programs can be converted to linux etc.. (if you still have the source) with tools but it is non-trivial.

The mil. should really demand that all their software be written to and run on the NSA secured versions of linux. .. Sigh...

#8 A good first step would be convert their MFC applications to QT and then make sure they still work in windows on QT.

Next compile the QT to run on new OSs and hardware environments. Be sure to include the NSA security folks in this part of the decision and execution loop.

#10 The British Government and the Dutch have both contracted with MS for extended XP support; i.e., the monthly updates, security patches, etc. Several large US companies have done the same.
