#1 And press communiques continue to be cheaper and more plentiful than actual high explosives. Propagandists can "blow up" ancient nonstrategic ruins out in the middle of nowhere far cheaper than actually expending the ordinance to shift around some rocks, and you still get all the crazy man-child jihadi recruits as if you'd actually blown them up in the real world. What a surprise.
