#1 Abdelhakim Belhadj: Former head of the al Qaeda-linked Libyan Islamic Fighting Group (defunct.) Fled to Afghanistan; alleged to have developed "close relationships" with al-Qaeda leaders and Taliban chief Mullah Omar. Reportedly captured by Western intel in 2002 and renditioned back to Libya. Released from prison two years later. Denied having ties to Al Qaeda, claiming to be a "moderate".

Reportedly a major figure in the U.S.-backed overthrow of Moammar Gadhafi. Belhaj is alleged to have joined the Islamic State and leading its forces in Libya.
