Of course. It wasn't an accident, not in the big scheme of things. If one takes risk-heavy chances, and risk arises, its part of the design, even if it wasn't specifically targeted.

They'd give those involved a medal if they weren't (slightly) worried that somebody might make a stink of it.

Have a look at the continuing VA scandals if you have any doubt. Or how anything even remotely related to Islam is treated by this administration.
