#2 I think these are more of a powerplant and decisioning control systems technology upgrade to the 'fire-and-forget' weapons than downsizing current attack-rated craft.

The hydrologic survey data provided a baseline for autonomous 'terrain-following' navigation. Early units will probably be turned to the task of 'bottoming' or subsurface feature mapping before they are weaponized.

#4 Parking a few 1000 submersible drone stealth Roombas on the sea bottom and having them just listen & wait for further orders might be cheaper than creating far fewer devices engineered to travel long distances. Read Murray Leinster's old SF story, "The Wabbler"
