#1 I'd say there's wide interpretation to the 'Attractive Nuisance' doctrine.

You have an official tourist office to attract the 'deer' and then combine with sanctuary city policies to attract those with no regard to the law. Sees a good fit to me. Then again I'm not a nuance judge.
