#4 Over the years the Coast Guard has gotten involved in a lot of environmental stuff, including permitting. Public agencies and private entities that want to build a bridge or even dig a ditch near a river have to coordinate permits (the Corps of Engineers also does permits). This has led to a lot of environmental policy, a low of power hungry people building bureaucratic empires, etc. I doubt its a billion dollars worth but there certainly is much worth cutting.

#5 I always have to coordinate with ACOE, CG, et al, on bridges over navigable waterways. CG is not usually a problem and are usually easy to work with, maybe from familiarity

And considering that the design work is done and there's a contract in place with construction completed, it should be less expensive than a new-build.
