...who were a) on strike, b) whose union was fined $1 million a day by Federal judges because they were in violation of Federal law that said they cannot strike. By that time they had zero union protection because they had no contract, so it was a massively different situation than we have now. Do you think Federal employees are dumb enough to go on strike en masse again?
