#1 From 2006 to 2008, the Guard fixed vehicles, maintained roads, repaired fences and performed ground surveillance.

And the BP needs the Guard's surveillance tech and mobility. Smart call. It's not going to stop the illegals - and be prepared for the Usual Suspects to start proclaiming this a complete failure within hours - but it'll make a difference.
