#2 Well, it may be enough to solidify Mr. Trumps base as well as bring some back owing to the seeming unfairness of our Legal System as led by the DOJ. Maybe bring over some Libs as well, i.e. Alan Dershowitz.

Dragging this through, slowly and with great noise, could do a lot in the upcoming elections. Lord knows, the Pubs appear to need it.

#5 To #3 above: The whole House doesn't sign onto these AFAIK, just the members of the House Oversight and Government Reform Committee.

11 signatories because this is a committee document. Which is a significant part of the committee.

Very Significant numbers when you put it in context.
