#2 Iran is approaching a tipping point domestically, and cash would help them manage that, so no NOT send it Germany. Surely the officious Germans can slow-roll this, like everything they want to in business!

#7 I heard of a guy who owed a few hundred to the Mass. DOR when I was working there. He brought in a wheelbarrow full of pennies to pay his bill, and they had to accept it. A few months later they passed a law saying payment in pennies was no longer kosher. He owed money the next year and brought nickels instead. They then modified that law to say 'no coins at all'. I always wanted to meet that guy...
