#1 Keeping the military fed no matter how hungry the populace might be is a staple of running a military dictatorship. When you can't do that it's game over.

#2 Keep the loyal troops close to the flag pole and you lose the questionable troops who will desert at the borders. Keep the questionable troop close to home and put the loyal troops on the borders and you risk a coup. It's sort of easier when you are literally an island. Something else when you have lots of borders.
