#4 He isn't wrong. The governor has the authority to call up the national guard for his state and even the unorganized militia if he wants. Emergency funds can be gotten to secure the border with Mexico and they can arrest illegals and keep them in camps if he wishes, all while telling the Feds to pound sand.

#9 There is a range of sonic non-lethals that are perfect for this problem. I even recall a range of non-lethals that use microwave level devices to create a feeling of heat on exposed tissue at a distance. What is missing is the will to defend us!
