#1 Author Col. Trevor N. Dupuy stated that it took 12-14 months for the US to convert reserve formations into 'green' divisions in WW2. Divisions formed of draftees with an experienced cadre took 16-18 months. (IIRC it was in Understanding War(1986)

tl/dr: These formations should be ready in late 2023, earlier if the Russians are more willing to take higher casualties by using raw troops.
