#3 Criminal as an adjective meaning “related to a crime.” The FBI would defend their actions as not criminal and use as proof of their assertion that they have not charged themselves, prosecuted themselves or been found guilty in a court of law so their behavior is “not criminal.” This would be a good plot element to a sequel to Animal Farm.
