#1 The policy is you only give the troops just enough ammo so they don't think about shooting the officers that are sending them into the meat grinder.

#2 Wagner group has its excuse for not capturing Bakhmet by 24 Feb (anniversary of the war).

I suppose the Wagner group is the excuse for the Russian Ministry of Defense not capturing it.
