#2 It's costing you what, a million rubles each to kill people who are not on the battle line or generally contributing to the war effort?
Superb return on investment there.
I realize there's an attempt to 'break' the will of the enemy, in the "Bomber Harris" and Curtis LeMay school of thought. Looking back, Britian, Germany, Japan, Vietnam.
It's never actually worked.
Not unless you destroy the enemy's logistical trail does the military machine grind down.
