Video at link. Biden is indeed wearing that blank and lost expression on his face and doesn't seem to realize that he's supposed to keep moving. I can't tell if Charles is all that frustrated or just mildly amused. If you watch the video you'll see Joe putting his hand on Charles' back. Elizabeth would have smacked him for that.
