Conventional explosives, yes. It will not cause a nuclear detonation of the reactor core. Wrong type of fissile material.

And the reactor should be shut down in drydock with the sub getting ground power.

#8 Per the article the sub hit by the attack is a Kilo class diesel electric. I don't believe the Russians (or Soviet Union) ever deployed nuclear powered submarines to the Black Sea
