I wonder how many Sheriffs throughout the US have encountered such suspect groupings without being aware of it. In California, we started a joint federal, state and local law enforcement intelligence framework to try and link locals to the national systems and give national systems local visibility, with considerable success. Now, the tidal wave of illegal incursions has undoubtedly swamped the entire system/
