US designates key Al-Shabaab operatives, financiers in Somalia

In a long statement, the Department of Treasury, Office of Foreign Assets and Control [OFAC], the US said the move targets regional leaders, affiliates, and members of the terrorist group in Somalia who are involved in a wide range of activities in support of al-Shabaab.

Financial controllers, business activities, collection of funds on behalf of the terrorist group, the proliferation of Improvised Explosive Devices [IEDs], and illegal charcoal smuggling from Somalia, all of which have exacerbated local conflicts and suffering, was the major target.

"Today’s designations highlight al-Shabaab’s reliance on networks of regional and international actors and entities, who provide funds, direct attacks, and enable the group’s malign activities, including the manufacturing and planting of explosives in local communities and fostering corruption," said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson.

"The United States remains committed to leveraging our authorities in support of our partners, such as the Federal Government of Somalia, in their efforts to counter terrorist threats, which undermine both national and regional stability and security."

Those designated on Wednesday, the US said, have served as key regional leaders of the al-Qaeda-linked group particularly in Lower Shabelle, Lower Juba, and Middle Juba regions of Somalia. Somalia has earmarked some of these regions for the second phase of operations against al-Shabaab.

According to the US, the individuals have been involved in extensive revenue generation and other activities in support of al-Shabaab through illegal fee collections from local Somalis, coercing local residents to follow al-Shabaab’s directions through its illegitimate "police force," known as the Hisbah, kidnappings, and facilitating the manufacture and placement of IEDs.

The illicit activities of the al-Shabaab members designated today have generated the equivalent of hundreds of thousands of U.S. dollars to support al-Shabaab operations and weapons procurement in southern Somalia, the department said, adding that the group has impoverished the people of Somalia.

Some of those designated are Hasaan Abshir Xuuroow, who is an al-Shabaab intelligence and finance officer who has led a group of other al-Shabaab associates to collect mandatory "donations" from civilians in Kismayo

Others are Macalin Burhan, Ali Ahmed Hussein, and Mohammed Ali who is an al-Shabaab company commander in charge of 100 fighters. Cali reports to Dheere and has regularly associated with Roobow, Burhan, and Xuuroo. Ahmed Kabadhe , Siyaat Ayuto, and Mohammed Abdullah Hirey are on the list.

In addition, Hassan Yariisow Aadan who is an al-Shabaab commander who has collected fees from locals in the Lower Shabelle area to support al-Shabaab, Siciid Abdullahi Aadan, an al-Shabaab member who has operated as an IED expert and controller and Shiek Aadan Abuukar Malayle were designed.

On charcoal smuggling Ali Ahmed Naaji, Bashir Khalif Musse, Mariam Barreh, and Abdulwahab Noor Abdi with companies associated with them were slapped with sanctions. Charcoal smuggling has contributed to local conflicts and revenue generation for groups like al-Shabaab, as well as causing deforestation and other environmental damage, the US said.

The illicit charcoal trade has previously generated the equivalent of more than $20 million in revenue per year for its associated smugglers, traffickers, and al-Shabaab, added the statement. "Due to its role in fueling instability in Somalia and serving as a source of revenue for criminal and terrorist organizations, the export and import of Somali charcoal after 2012 were banned pursuant to United Nations

As a result of the action, the US said, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked.

The US is targeting al-Shabaab financiers as a long-term strategy to cripple the group's operations besides engaging in military operations. It is estimated that the group makes up to $120 million annually through extortion and illegal trade, with almost $24 million budgeted for the purchase of weapons and the remaining for payment of workers and other logistics.

606,000: Net Migration Surges to Fresh Record, Again Demolishing Tory Lies on Border Control
[Breitbart] The United Kingdom’s ostensibly ‘Conservative’ government’s claim that it is controlling immigration is “laughable”, campaigners say, as official figures reveal yet another record for net arrivals set, with the figure rising to 606,000 in 2022.

A record-high 606,000 more people entered the United Kingdom than left in 2022, the government’s Office for National Statistics (ONS) have said. The figure comprises the difference between 1.2 million long-term arrivals and 557,000 people who emigrated in the year to December.

The figure beats the earlier record set by the previous year of around 500,000 and comes despite endless hollow rhetoric from the governing Conservative Party about border control.

[Yahoo] Mexican president urges Latino voters to reject DeSantis after campaign launch

Mexican President Andres Manuel Lopez Obrador on Thursday urged Latino voters not to back Florida Governor Ron DeSantis in the next U.S. presidential election, accusing the Republican politician of trying to win votes at the expense of migrants.

DeSantis said Wednesday he would seek the 2024 Republican nomination for president and vowed to build a wall on the Mexico border, the latest in a series of hardline comments on immigration that he says resonate with Latino voters who want strong enforcement.

Lopez Obrador dismissed those comments.

"All of his playing politics with migrants was because he wanted to be the Republican party candidate," Lopez Obrador told a government press conference. "I hope the Hispanics of Florida wake up and don't give him a single vote."

DeSantis, who has championed border security and derided so-called "sanctuary cities" where migrants can shelter, said he would impose strong controls on illegal immigration and limit asylum.

"Day one, it's a national emergency. We will mobilize all resources to construct the border wall, shut the border down," the Florida governor told Fox News.

As well as building a wall, he said he would seek programs similar to former U.S. President Donald Trump's "Remain in Mexico," a contentious policy that forced asylum-seekers to stay in Mexico while awaiting U.S. hearings on their claims.

Lopez Obrador, who has previously warned Republicans not to target migrants for political gain, also attacked Trump at the start of the former U.S. president's administration for his immigration policies. At the time, Lopez Obrador was in opposition.

After Lopez Obrador took power in 2018 he acceded to pressure from Trump to tighten up Mexico's borders.

Lopez Obrador's time in office is due to end before the next U.S. election, and he is now seeking to muster support for a successor due to be elected in June 2024.

Crackdown On Pro-Khalistan Elements: Bhagwant Mann Gets Z Plus Security

Chief Minister Bhagwant Mann has been provided Z Plus security cover from the Central Reserve Police Force (CRPF).

The security cover has been provided to Mann across India, sources tell OneIndia. He is already under the security cover of the Punjab Police.

The security from the Centre for Mann comes in the wake of the crackdown on pro-Khalistan elements in the state.

Both the state and central agencies are cracking down on pro-Khalistan elements in the state. Recently radical Sikh preacher, Amritpal Singh surrendered before the police following a month long chase.

The National Investigation Agency (NIA) has also been cracking down on the gangster-terror nexus. The gangster network has been aiding the terror outfits which back the pro-Khalistan elements.

The Khalistan issue has become a major problem and the network being controlled from Pakistain is being backed by several gangsters who are settled in Canada and the United Kingdom.

These elements have drawn up a hit-list of leaders from Punjab. Following the crackdown, the state has been on high alert with several Intelligence Bureau reports suggesting a possible strike by pro-Khalistan elements. It is in this wake that the Centre decided to upgrade the security details of Bhagwant Mann.

How NIA’s 'Operation Dhvast' Is Breaking The Gangster-Terror Nexus
[OneIndia] The National Investigation Agency is cracking down heavily on the gangster-terror nexus. Last week under an operation codenamed, 'Operation Dhvast' the NIA raided 324 locations across six states and Union Territories in collaboration with the Punjab

While on one hand the agency is cracking down on the gangster-terror nexus on the other it is probing pro-Khalistan elements in London. A five member team of the NIA is in London to probe the vandalism that took place in which the Indian High Commission was targeted.

'Operation Dhvast' is aimed at breaking the network of gangsters such as Arsh Dalla, Lawrence Bishnoi, Chhenu Pehalwan, Deepak Teetar, Bhupi Rana, Vikash Lagarpuriya, Ashish Choudhary, Gurpreet Sekhon, Dilpreet Baba, Harsimrat Simma and Anuradha, an official tells OneIndia.

Under this operation the NIA is focus on the financial operations, logistic providers and hawala operatives who are associated with these hardcore members. These gangs have also been found to be working closely with Pakistain based groups who indulge in arms and narcotics trade. Many of these operatives coordinate from Canada with their Pakistain based handlers, an official in the know of the probe details said.

Further the agency has learnt that many of these gangsters are operating from the jails. Several jail officials are also under the scanner as it is suspected that they may be helping these elements with mobile phones so that they can make calls and plot attacks. The murder of Siddhu Moosewala too was planned from jail, investigations have found.

Not just Canada, the NIA has also found that there are gangsters who are operating from countries like Malaysia, Pakistain and Australia.

These groups have been carrying out assassinations and raising funds for nefarious activities through smuggling of drugs, weapons, hawala channels and extortion, an NIA official said.

Following the recent raids, the NIA said that it had recovered one pistol, assorted live and used ammunition, 60 mobile phones, 5 DVRs, 20 SIM cards, 1 hard disk, 1 pen drive, 1 dongle, 1 Wi-Fi router, 1 digital watch, 2 memory cards, 75 documents and about Rs 39,60,000 in cash.
