Food is a sensitive issue in China nowadays. With prices up by double-digit percentages from a year ago for a range of everyday edibles from pork to eggs, the authorities are worried about the effects on social stability.
Now they may take action against an organization that stands accused of artificially raising the price of one of the basic staples of the working class: instant noodles. The Chinese chapter of the International Ramen Manufacturers' Association could be banned for allegedly manipulating the retail price of 95% of instant noodles on the market in the country.
Mainland media and bloggers have accused the association of organizing three rounds of discussions in the past few months among instant noodle manufacturers on retail prices.
Hao Jiguang, a lawyer from Hebei province, has appealed to the National Development and Reform Commission to investigate whether the Chinese branch of the instant noodle association has illegally fixed prices of the popular food. The lawyer has also appealed to the Ministry of Civil Affairs to ban the branch if it is recognized as an illegal civil organization, The Beijing News reported Wednesday.

But since their release, Dr. Ashraf al-Hazouz, a Palestinian who was granted Bulgarian citizenship, and some of the nurses have spoken frequently in the European media of the torture they underwent to force them to confess to infecting the children with the AIDS virus. They have since retracted the confessions and denied infecting the children.
With the admission, the Libyan leader's son, Seif al-Islam Gadhafi, may have been trying to put the torture issue aside and burnish his own credentials as a candid promoter of change in the long-isolated nation.

Capt Motiul Islam of Rab-6 said they seized Tk 50,000 from the drawer of Md Mahfizur Rahman Bablu, principal appraiser of Mongla Customs House, at his office after he took the money as bribe to give clearance to a file. Later, the joint forces raided his residence and seized Tk 30,000 more. They handed over Bablu to Khalishpur police after interrogating him. Another customs official Zillur Rahim Khan, who negotiated the deal, managed to escape.

Police recovered 29 "rocket projectiles" from Arambagh in the capital on Wednesday night and arrested three persons. In a press release, the police yesterday said the "rocket projectiles" have likeness to explosives. The press release said legal steps will be taken after having explosives experts' opinion on the recovered materials. The arrested are Rezaul Karim, Nur Alam alias Badal and Sayed Kamruzzaman alias Kamrul alias Tanu.

The Anti-Corruption Commission (ACC) yesterday filed four cases against eight persons, including former health minister Khandaker Mosharraf Hossain, his wife, Oriental Group Chairman Obaidul Karim and daily Janakantha Editor Atiqullah Khan Masud. ACC Assistant Director Shafiul Azam filed a case against Khandaker Mosharraf and his wife Bilkis Akter, accusing them of selling land and buildings of a school through fabricated tender. Police sources said ACC Deputy Director Abdul Karim filed a case with Tejgaon PS against Obaidul Karim and former lawmaker of Brahmanbaria Saidul Haque for irregularities in importing a car and evading Tk 85 lakh tax for purchasing the car.
Mahmud Hasan, deputy assistant director of ACC, filed a case with Motijheel PS against three people, including Janatkantha editor Atiqullah Khan, for getting building design approved illegally and assisting in getting the design approved. The ACC official filed another case accusing Atiqullah Khan and Rajdhani Unnayan Kartripakkha official ATM Kamruzzaman Khan for constructing building with fake approval and assisting in getting the fake approval.

The National Board of Revenue (NBR) has asked all commercial banks to provide account statements of 26 graft suspects including six BNP and Jamaat leaders and their spouses and children. In a letter issued on August 6, the NBR sought statements of the graft suspects under the income tax rule 113, section 1. The banks will have to provide the information by August 14.

The beer out of the Northwest tends to use ale hops unlike Canada and the bulk of American beers. The sturdy folks from the British Isles tend to like ale hops.
And there's no law in effect that compels sentenced criminals to report to prison, either.

It almost sounds like something out of a film, but for the Norwegian Correctional Services (Kriminalomsorgen), the problem is real. 20 percent of convicted criminals simply fail to show up to serve their prison term, according to figures for 2007.
Criminals sentenced to long prison terms are particularly prone to bunking off.

Almost every fourth person sentenced to six months or more in prison failed to meet in 2006. The situation is only becoming graver, with a total a 1799 people failing to show up during the whole of last year, compared to as many as 1068 people so far this year. "Its difficult to make plans for the prison terms when we have no idea who will show up and who won't," said Ellinor Houm, director of the Norwegian Correctional Services, section for eastern Norway. With fewer criminals showing up here than in any other part of Norway, Houm's in charge of prisons with many empty beds. So far this year, every fourth criminal has not bothered to turn up at the prison gates in eastern Norway.
The dilemma facing the prison authorities is that failure to show up at prison is not yet illegal. Although Parliament has passed new legislation making it a criminal offence to skip prison, the law has not yet been implemented and until it is, prison authorities can do nothing but hope that the criminals will eventually show up at the prison gates. "Some people just don't get that it's better to get the sentence over and done with as soon as possible," said Houm. And those hard boys in the Pak crime syndicates just laugh, and laugh, and laugh ...

In other news, 80% of Norwegian criminals are voluntarily incarcerated, and actually show up on their own hook. Either Norwegian jails are a lot more fun than you'd think, or else there's something else going on here.
Betcha not showing up for your imprisonment is one of the only ways to get your welfare cheques cancelled in Norway.

'08 elections will really prove it, one way or another. If the dhimocrats win big, I believe the US is doomed to civil war and ruin. More than likely though, the dhimocrats will retain a house and the republicans will gain the white house and nothing much will get accomplished.

Another addition the the envelope rules. Don't put a stamp on it, put your address in the mail to: area and put the address you want it to go to in the return address area. This way it gets "returned" to where you want it to go and you don't have to waste the money on the stamp.

K. Jain. India will be able to purchase equipment after an Aug. 3 accord with the U.S. is approved by the 45-nation Nuclear Suppliers Group. ``These are the only four reactors in the world that meet our requirements,'' Jain said in an interview in Mumbai after the agreement was announced.
The orders will form the first phase of Prime Minister Manmohan Singh's plan to build 40,000 megawatts of nuclear capacity by 2020, equivalent to a third of current generation. India needs to add to the 3 percent of electricity that comes from Russian-designed reactors to meet soaring energy needs and reduce its reliance on coal-fired power plants.
``India will try to diversify its suppliers and it's highly likely all four will win the contracts,'' said Mikhail Stiskin, a nuclear industry analyst with Moscow-based brokerage Troika Dialog. ``The question is how much more will one or the other get, and Russia seems to be in a strong position.''
Nuclear energy projects in India and China to sustain economic growth that's more than five times the pace of the U.S. may lead to shortages of manpower and equipment and push up costs. Global capacity will rise to 519,000 megawatts by 2030 from 370,000 megawatts last year, according to International Energy Agency forecasts.
General Electric, based in Fairfield, Connecticut, Paris- based Areva, Westinghouse and Rosatom may each win contracts valued at $3.5 billion, part of a $40 billion reactor-building program, Jain said.
Nuclear Power Corp., India's monopoly atomic energy generator, plans to set up plants at four sites in the states of Gujarat, Andhra Pradesh, Orissa and West Bengal, he said. The company plans to build ``nuclear parks'' housing reactors capable of generating as much as 8,000 megawatts at a single location. ``To begin with, we will give out orders for two reactors of 1,000 megawatts at each of the locations,'' Jain said in an Aug. 3 interview. The four suppliers will not be permitted to own equity in the projects under Indian law, he said.
Nuclear Power Corp. plans to buy the AP1000 series of reactors from Monroeville, Pennsylvania-based Westinghouse, the `ABWR' series from General Electric, Areva's serial designs for the 1,000 megawatt reactors and the Russian VVR 1,000 reactors, he said.

The state-owned company will award contracts after India's civilian nuclear deal is cleared by the International Atomic Energy Agency and the Nuclear Suppliers Group, Jain said. The U.S. deal was held up by differences over whether India would get a perennial supply of nuclear fuel, be allowed to reprocess spent fuel and have the right to conduct nuclear tests.
India signed a similar civilian nuclear agreement with Russia in January. Russia is helping India build the two 1,000- megawatt light water reactors at the Kudankulam nuclear power station in the southern state of Tamil Nadu.
International sanctions against India were prompted by the nation's testing of a nuclear weapon in 1974. The explosion conducted in a desert in western India prompted the formation of the Nuclear Suppliers Group. Another round of tests by India in 1998 led to the U.S. choking trade with India by blocking the Export-Import Bank and Overseas Private Investment Corp. from guarantee loans to projects in India.
The U.S. removed the economic sanctions in 2001 after the Sept. 11 attacks to bolster support for its campaign against terrorism. The U.S. decision to give India access to civilian nuclear technology was based on talks initiated during Prime Minister Singh's visit to Washington in July 2005 and concluded during President Bush's visit to India seven months later.

As John mentioned, India is set to develop its own designs in the future by studying the four best reactor designs of four very large and powerful companies. Expect to see India take what's best from each, and develop an indigenous design that incorporates them. The Russian design will probably be evaluated to see in which direction NOT to go...

Pervez Musharraf, the Pakistani president, appears to have backed away from declaring a state of emergency after mixed reports that he would opt for authoritarian rule. Local television channels and newspapers reported on Thursday that the declaration was imminent but Pakistan's information minister denied that any such decision had been made. Mohammad Ali Durrani said: "In the president's view, there is no need at present to impose an emergency. The president was under pressure from different political parties to impose an emergency, but he believes in holding free and fair election and is not in favour of any step that hinders it."

Lawyers assaulted fellow lawyer and TV presenter Naeem Bukhari, who wrote a letter accusing Chief Justice Iftikhar Muhammad Chaudhry of misconduct before the latter's suspension in March, in the middle of Rawalpindi district court on Thursday. This Navy test of a prototype warhead showed that reactive materials inert compounds that ignite on impact can increase the radius and lethality of a missile.
When most bombs go off, they release a spray of deadly shards of steel. Now, imagine that those shards were themselves explosive, detonating in a massive chain reaction. It's for real: Defense contractors are harnessing the strange alchemy of reactive materials (RMs) in which two or more inert materials are mixed to create an explosion to develop smaller, more lethal warheads, as well as new ways to protect troops against mortar rounds and rocket-propelled grenades.
RMs generally consist of powdered metals, such as aluminum or titanium, combined with an oxidizing agent. Whether that agent is another powdered metal or a nonmetallic compound, such as Teflon, contact alone isn't enough to trigger an explosion. A powerful impact, however, will chemically mix the materials, igniting them and leading to a massive shock wave. The effect of the correction on global temperatures is minor (some 1-2% less warming than originally thought), but the effect on the US global warming propaganda machine could be huge.

I was reading somewhere recently (Here's a related link) about the infamous hockey-stick graph: the data was cherry picked and manipulated, but it still didn't give the "correct" answer, so the source code of the model was "fixed" to make it fit. The resulting model will generate a hockey-stick graph for nearly any random data set.

But that's all OK, because at least the scientist in charge wasn't a) wearing diapers, b) in some sort of fantasy love-triangle, or c) drunk on his ass when he manipulated the data (maybe on second thought, as a geek, data was ALL he could manipulate....)

More than half of Americans say US news organizations are politically biased, inaccurate, and don't care about the people they report on, a poll published Thursday showed.
