Several hours after a state preventive police officer was ambushed and killed Monday night, gunmen opened fire on a building used by federal police. The agent killed in the first attack, which took place around 8:30 p.m., was identified as Ricardo Rosas Alvarado, 30.
Mexican media reported that at least one person was killed, several were wounded and some suspects were detained in the second attack, which lasted about 10 minutes. Two of the wounded are believed to be federal preventive police agents.
It's unclear whether the two incidents were related, or had a connection to the Saturday morning killing of Carlos Horacio Morales Mendez, also a state preventive officer. Morales was gunned down in front of his Tijuana house.
In this latest round of violence, Rosas was found dead inside a bullet-riddled car in the parking lot of the Plaza Monarca shopping mall, according to state authorities.
As of this morning, Mexican authorities hadn't yet released detailed information on the second attack.
Drug trafficking groups are often blamed for violence like this. The region's Arellano Felix drug cartel, whose top leaders have been arrested and killed in recent years, is facing serious challenges from rival groups as well as internal splits. Some police are targeted for their crime-fighting efforts against drug traffickers, and others because they have colluded with gangs. Another reason I rarely visit Mexico, although I live within spitting distance. Once you get past the border region, the people are nice, honest (my experiences, YMMV), and friendly...

I could not agree with you more. I drove down from Silicon Valley to see the 1991 total solar eclipse. Made the run from San Diego to Cabo San Lucas in almost exactly 24 hours flat. It was disturbing as hell to see Mexican army regulars carrying automatic weapons posted at the Pemex gasoline stations. I can only suppose it was to keep the Federales in line. Mexico's politicians didn't want all the astronomers and tourists returning to America with tales of shake-downs and extortion.
Save for one incident at Magdalene Bay on my return leg, everyone I met was friendly and polite. The food was great and the scenery was jaw-dropping. Imagine driving across almost 100 miles of high plains desert on a road built with a bulldozer and a laser pointer. Arrow straight, you can lash the steering wheel to your stickshift, plop a brick on the accelerator and take a nap.
Suddenly you drop down the side of a steep mountain pass into the quaint town of Santa Rosalia, which contains a church built with trusses designed by Gustave Eiffel, of the Paris tower fame. Another jog inland and back out to the coast brings you to the lush palm-thronged oasis of the Rio Santa river valley. Shortly thereafter you hit the Sea of Cortez's coastline with stunning turquoise blue waters and pearly white sand beaches.
Cabo was a forgettable overdeveloped tourist trap, but I'll never forget watching the sun disappear while slurping down cold Pacifico lagers. While slightly off the path of totality, it turns out that the optimum viewing spot in Todos Santoswhich I passed through at 5:00 in the morningended up being fogged in for the event. My completionist fetish that drove me to make it border-to-tip in one go turned out to be the best possible plan.
MOSCOW, Sept. 26 (UPI) -- The contentious issue of U.S. missile systems in Europe will be discussed in Moscow next month by Russia's and U.S. foreign and defense ministers. The meeting was announced by Russian Foreign Minister Sergei Lavrov, who said he and Defense Minister Anatoly Serdyukov will meet Oct. 12 with U.S. Secretary of State Condoleezza Rice and Defense Secretary Robert Gates for talks.

A leaked Democratic poll has suggested that Hillary Clinton, the frontrunner in the race for the party's presidential nomination, could lose the 2008 election because of her "very polarised image".
The survey by the Democratic pollsters Lake Research indicated that both Mrs Clinton and Barack Obama, second in the Democratic race, trailed Rudy Giuliani, the Republican front runner, in 31 swing congressional districts. The private memo, leaked to The Washington Post, painted what researchers described as a "sobering picture" for Democrats who believe that President George W Bush's disastrous favourability numbers almost guarantee they will capture the White House next year.
All party preference polls show that Democrats are much more popular than Republicans. But when the names of individual candidates are used, the gap narrows considerably. "The images of the two early [Democratic] favourites are part of the problem," the memo said.
The leaked poll found that Mr Giuliani, a centrist Republican with liberal stances on issues such as abortion and gay rights, leads Mrs Clinton by 49 per cent to 39 per cent in the swing districts. The former New York mayor enjoyed a much slimmer lead of just one per cent over Mr Obama in the poll, conducted in August. It has long been known that Mrs Clinton has "high negatives" among voters but the assessment of Mr Obama that his "image is soft, and one-fifth of voters do not gave a firm impression of him" was a surprise.
The poll found that Mrs Clinton, in particular, could damage the chances of congressional Democratic candidates on the ballot. The sensitivity of the issue was underlined by the reluctance of Democrats to discuss the survey.
"We're not commenting on this poll," said Daniel Gotoff, co-author of the memo accompanying the Lake Research poll. "It was leaked and obviously not by us."
But Andy Arnold, a Democratic county chairman in Greenville, South Carolina - a key primary state - said: "I'd be a little bit dishonest if I didn't admit that in some parts of the country, and probably my own, having Hillary Clinton at the top of the ticket will have some impact further down.
"People have that concern and are voicing it. The thing with Hillary is that most people have their minds made up. There's a fundamentalist crowd who have an inordinate obsession with things sexual and what happened [during Bill Clinton's administration] played into that." He added, however, that "whoever we nominate, the right-wing attack machine will make them into the devil by November 2008".
Frank Luntz, a leading Republican pollster, said: "This poll reveals what grassroots Democrats have been concerned about. Hillary is their choice ideologically but not necessarily politically and they're afraid she could lose.
"Democrats want to win more than anything else and they will compromise on policy to achieve electability." Mrs Clinton, he said, prompted a series of perceptions that could damage her. "She never admits she's wrong. There's a lack of candour and a harshness to her. She doesn't have any of the typical challenges of a female candidate but that is in itself a challenge.
"She doesn't show heart. People see her as strong and a fighter, someone who is qualified and can get things done but she's missing that personal element, that emotional connection.
"Rudy does better among independents than Hillary does and in the end the candidate that gets the majority of independents wins the election."

This is a big part of the reason that Lefties see every policy disagreement as a "smear" or "personal destruction".
They are unable to separate emotion from anything. That's probably attributable to their pomo relativity. If nothing is real, everything can only be viewed in the way it makes one feel.
As to Hillary, she is power hungry to the extreme. This also explains her socialist / totalitarian tendencies. It has nothing to do with big government being objectivly good; it has to do with big governmnent (the bigger the better) giving her more power and control.

While I don't disagree with the characterizations of Missus Clinton as posted here, I strongly suspect that the poll was tailored and released to meet the needs of one or more of her Democratic co-contenders who would love to see her tarred as un-electable in the DemParty faithful's (if that word can be used in this context) mind.
Gore will get a Nobel Prize soon and then throw his hat in the ring. Clinton will hitch her wagon to him rather than lose. Her negatives won't matter as a VP and she can slip in the backdoor. It also gives Gore the chance to lord it over the Clinton's for awhile.
I'm not saying I like it, or would vote for such a ticket, I'm just calling 'em the way I see 'em.

The answer is simple. The Democrats field a crash-dummy with 'DEMOCRAT' stenciled on its chest. The voters will be happy.
It staff can put a rubber stamp in its hand so it can approve every spending bill coming out of Congress. This will make the Left happy.
Every weekend, its staff can strap it into a cheap Chinese car and smack it into a wall. This would wouldn't necessarily make the Right happy, but at least they'd see a Democrat president doing something positive for the country.
Maybe for libertarians, they could refrain from using the seat belt...

German Chancellor Angela Merkel on Monday called for a global carbon-trading system to tackle the growing costs of global warming and prevent "dramatic damage" in the future. Speaking at a major UN climate conference in New York, Merkel said it was up to industrial nations to give developing countries, which have only recently begun to impact global carbon levels, a reason to act. "The United States Industrialized countries must play a pioneering role here," she said. "The United States They have to set themselves ambitious reduction targets. The United States They have to demonstrate how they intend to achieve these targets."
The European Union has already resolved to reduce carbon emissions by 20 per cent from 1990 levels by 2020, but Merkel said that figure could be raised to 30 per cent if there was an international agreement that bound other regions as well.

A carbon trading system, which puts a quota on the amount of greenhouse gases industries can emit, must have a "central role" in any future attempts to reduce emissions, Merkel said. "Only when greenhouse gases have a price will climate friendly technologies really become economically attractive," she said.
The European Union in 2005 introduced the world's largest carbon trading scheme for factories and power plants. But the system has been hampered by countries cheating issuing too many permits, reducing the scheme's effectiveness. Merkel said the world must succeed in cutting carbon emissions in half by the end of the century - the "only way we can avert the worst consequences of climate change."

If a camel is anything like a moose, then each camel produce as much methane per year as driving 10,000 miles. No gain. Plus you have a ton of work to do to take care of the stupid camel. And you can't use your garage to store stuff in anymore.
Telecommuting and web meetings is the way to go. Companies would require smaller buildings and have smaller insurace premiums, etc. as a result. Less maintenance on the roads and fewer economy-leeching traffic slowdowns/jams, too.
And God alone knows what your garage floor would look like if you went on vacation for a month.
So screw the camels (Don't take me literally, Nutjob).
As for the carbon trading system, I say scrap it and watch a bunch of countries that have been polluting the crap out of our atmosphere (so they can sell their carbon credits when they stop gratuitously polluting) watch all their efforts go up in smoke. It'll teach them a lesson they hopefully won't forget.
Want incentive? Put $10B (or whatever it takes) out there each year as the prize for the products/programs/whatevers that result in the greatest reduction of "greenhouse"-gases for that year. It will also encourage smaller countries to get engaged and innovate. Heck, a lot of smaller countries have been very innovative with the upcoming carbon credit market, and it isn't worth anything like $10B.

Wall Street Journal Finds Kyoto-Inspired Carbon Trading Hikes Electric Bills for German Consumers Later in his article Ball noted that the average German consumer also loses, with wholesale electricity rates going up 25% to 60% in the past few years. Ball wrote that this is because while the tradable carbon allowance credits are free, the utilities incorporate the value into the price of electricity.

YANGON, Myanmar - Security forces shot and wounded three people, and beat and dragged away dozens of Buddhist monks Wednesday in the most violent crackdown against the protests that began last month, witnesses said. About 300 monks and activists were arrested, dissidents said.
Reports from exiled Myanmar journalists and activists in Thailand said security forces had shot and killed as many as five people in Myanmar's biggest city, Yangon. Witnesses in Yangon known to the AP said they had seen two women and one young man with gunshot wounds in the chaotic confrontations. The reports could not be independently confirmed by The Associated Press.
The U.N. Security Council will meet later Wednesday to discuss Myanmar, French Foreign Minister Bernard Kouchner told French reporters.
Zin Linn, information minister for the Washington-based National Coalition Government of the Union of Burma, which is Myanmar's self-styled government-in-exile, said at least five monks were killed, while an organization of exiled political activists in Thailand, the National League for Democracy-Liberated Area said three monks had been confirmed dead, and about 17 wounded. Exiled Myanmar media reported similar figures, citing witnesses.
A Norway-based dissident radio station, the Democratic Voice of Burma, said that one monk was killed and several injured in clashes in downtown Yangon.
The security forces fired warning shots and tear gas to try to disperse the crowds of demonstrators while hauling away defiant Buddhist monks into waiting trucks the first mass arrests since protests in this military dictatorship erupted Aug. 19.
About 300 monks and activists were arrested across Yangon after braving government orders to stay home, according to an exile dissident group, and reporters saw a number of cinnamon-robed monks, who are highly revered in Myanmar, being dragged into military trucks.
The junta had banned all public gatherings of more than five people and imposed a nighttime curfew following eight days of anti-government marches led by monks across the country in the largest protests in nearly 20 years.

Chanting democracy, democracy, 10,000 monks marched through the heart of Myanmars main city on Tuesday in defiance of a threat by the ruling generals to send in troops to end the biggest anti-junta protests in nearly 20 years.
The streets were lined with people clapping and cheering and there were no overt signs of police or soldiers and no trouble as the campaign against 45 years of military rule swelled in size and scope. But after the demonstrators left the area around the Sule Pagoda in central Yangon, the focus of a week of marches by the revered maroon-robed monks, riot police and troops moved in.
Eight trucks arrived with police carrying shields, batons and rifles, a Reuters witness said. Eleven army trucks packed with soldiers also drove in, suggesting the junta was filling up the city centre to counter any attempt at a repeat. In another possible sign of looming confrontation, a well-placed source said detained democracy icon Aung San Suu Kyi was moved to the notorious Insein prison on Sunday, a day after she appeared in front of her house to greet monks.
If true, removing Suu Kyi from her lakeside villa would deprive the protesters of a focus after they were stunned by police allowing them through the barricades sealing off her street on Saturday. They have not been allowed through since despite several attempts and scores of riot police took up positions behind razor-wire barricades at the entrance to the street.
Reminder of 88: The area around the Sule pagoda was the scene of the worst bloodshed during a crackdown on nationwide pro-democracy protests in 1988 in which 3,000 people are thought to have been killed. In an ominous reminder of that, vehicles bearing loudspeakers toured the city in the morning blaring out threats of action under a law allowing troops to break up illegal protests.
People are not to follow, encourage or take part in these marches. Action will be taken against those who violate this order, the broadcasts said. International pleas: The international community has pleaded with the generals to avoid another bloodbath, but the chilling message behind the legal language of Tuesdays warnings was lost on nobody in the city of 5 million people. Far away in their new jungle capital, the generals hunkered down for an emergency War Office meeting, a diplomat said, and ethnic Karen rebels on the Thai border told Reuters troops had been redeployed to Yangon.

Former Malaysian prime minister Mahathir Mohamad was stable and showing signs of impatience on Tuesday near the end of a crucial three-day period after surgery for a chest infection. Mahathir, 82, who ruled Malaysia for 22 years until 2003, went back into the operating theatre at Kuala Lumpurs National Heart Institute around midnight last Saturday to have infected tissue cut out of his chest after a recent heart bypass. Despite his retirement, Mahathir remains an influential political figure, even though he has fallen out with his successor, Abdullah Ahmad Badawi, over policy changes made since his retirement. Mahathir underwent a quadruple bypass, his second heart operation, on Sept. 4 and was reported to be recovering well before he suddenly went back into intensive care in recent days. Mahathirs Sept. 4 operation was his second since 1989, and followed two heart attacks over the past 10 months.

Desagneaux said that the demonstrations were "spontaneous and peaceful" and they indicated that "the Burmese people can no longer take the deprivation of their most basic fundamental rights".

1,116,967 lawyers per ABA. That's 30% more lawyers than doctors or police. If performance artists made the law, then I am sure there would be more than a million well paid screeching, poo flinging artistes.

Overproduction of lawyers has been a problem for decades. I remember reading in the early '80s that many a law school graduate was driving a taxi, while engineers (still) were fully employed upon receiving their BS.

I like to point out to undergrads torn between medicine and law that if you go to medical school and graduate last in your class, you're called 'Doctor' and you get to do what you set out to do: take care of patients.
Whereas if you go to law school, head filled with thoughts of arguing great cases before the Supreme Court, being the next Perry Mason, etc., and graduate last in your class, you'll be lucky to be doing DUI cases.

...My fiance's ex-husband is a lawyer - and a good one, too - who may have found a way around this: he's gone into Professional Responsibility, which means he defends other lawyers.

I like the idea of a Lawyer who sues the hell out of other lawyers and gets paid by commission and/or by the government.

Former Malaysian prime minister Mahathir Mohamad was stable and showing signs of impatience on Tuesday near the end of a crucial three-day period after surgery for a chest infection. Mahathir, 82, who ruled Malaysia for 22 years until 2003, went back into the operating theatre at Kuala Lumpurs National Heart Institute around midnight last Saturday to have infected tissue cut out of his chest after a recent heart bypass. Despite his retirement, Mahathir remains an influential political figure, even though he has fallen out with his successor, Abdullah Ahmad Badawi, over policy changes made since his retirement. Mahathir underwent a quadruple bypass, his second heart operation, on Sept. 4 and was reported to be recovering well before he suddenly went back into intensive care in recent days. Mahathirs Sept. 4 operation was his second since 1989, and followed two heart attacks over the past 10 months.
