Rassoul Promises to Combat Militancy

pledged to combat militancy and corruption effectively if elected president on Tuesday in front of his supporters in Kunduz.

Rassoul's first vice president Ahmad Zia Masoud, who was also at the campaign rally, called on the people of the province to vote in the elections scheduled to take place on April 5.

As the elections near, security challenges and intimidating gangs in some regions have residents in Kunduz distressed.

"From an economic perspective, Kunduz is an important province because Sher Khan Port, Amu River and agriculture play a major role in Afghanistan's economic growth," Rassoul said. "There are also issues in Kunduz in regards to the presence of Illegal Armed Groups (IAGs) and mistreatment of people by these groups; I will address these issues if we win the elections."

At the gathering, female participation was visible and the role of women in the elections was expressed with importance by Rassoul and his team members.

"As I analyze Rassoul's construction and moderation of his team, my study shows that his team would be a good team for Afghanistan," former Member of Parliament Fazel Kareem Emaq said. "This team hasn't been formed on the basis of language and ethnicity, but in the form of a good political structure."

In addition, Sayyaf said if the Afghan people elect him, he will focus on freedom of the press and support civil society institutions and women's rights.

"Make a decision so that Allah helps a Jihadi leader get victory in the election and implement justice and rule of law in the country," said Sayyaf's first vice-president running mate, Mohammad Ismail.

Ismail asked his supporters to vote in favor of Sayyaf in the April elections to further strengthen security and reconstruction of the country.

Sayyaf also pledged to establish highways and dams if he wins the elections and said will accelerate the renovation of cultural monuments and ancient heritage sites of the country.

Mohaqiq Criticizes Government for Exonerating Taliban from Serena Attack

While addressing his supporters in Kunduz province on Wednesday, presidential candidate Abdullah Abdullah expressed his hatred to those behind the attack on the innocent civilians in Serena Hotel. Abdullah criticized the government for excluding the Taliban of the assault on Serena Hotel.

During today's campaigning in Kunduz, Mohaqiq criticized the government's stance on the Serena Hotel assault and said the government's approach to the matter is an insult to the victims and their families.

Abdullah's team emphasized to end the ongoing violence in the country.

Djibouti president and U.N. envoy discuss Somalia
ADDIS ABABA – Djiboutian President Ismail Omar Guelleh on Monday held talks with U.N. Special Envoy to Somalia Nicholas Kay to discuss issues related to the instability-wracked Horn of Africa nation.

Guelleh reiterated his support for the Somali people in their effort to establish peace and stability in their country, the president’s office said in a statement.
"You guys aren't going to abandon us, are you?"
He said Djibouti would support Somalia until all “terrorists” were driven from their remaining hideouts, according to the presidency.
Or until we abandon them...
Kay, for his part, lauded Djibouti’s stated support for peace and stability in Somalia. He pointed out that Djibouti had sent peacekeeping troops to Somalia and had played a significant role in helping to ensure peace in the country.

U.S. airlift support to bolster African hunt for Kony
The U.S. military is deploying four tilt-rotor transport planes to Uganda in response to African Union requests for airlift support in the hunt for the elusive leader of the violent Lord’s Resistance Army extremist group, the Pentagon said on Monday.
I don't mind a bit going after Kony, but in a time of decreased funding to the military, is this the highest mission we have?
The U.S. Defense Department has deployed the four CV-22 Osprey to Uganda from Djibouti along with tanker refuelingairplanes and 150 air crew and support personnel, said Rear Admiral John Kirby, a top Pentagon spokesman.

“Airlift has been one of the consistent requirements and requests of the African Union. We are in a position now to provide that airlift for a while and we’re going to do it,” Kirby said. “This is very much in keeping with the mission goals at large.”

A 5,000-strong African Union Regional Task Force, supported by 100 U.S. Special Operations troops, has been hunting LRA warlord Joseph Kony and his fighters, most of whom are thought to be hiding in jungles straddling the borders of the Central African Republic, South Sudan and Democratic Republic of Congo.

The Osprey will be used to help African Union troops respond more quickly to tips on the whereabouts of Kony, whose forces are known for their extreme violence, including chopping off limbs as a form of punishment and abducting young girls for use as sex slaves.

The CV-22 Osprey is a Special Operations variant of the aircraft, which was developed for the Marine Corps. The plane can carry about 24 troops and their gear.

The Ospreys and four refueling tankers – two C-130s and two KC-135 – will join the 100 U.S. Special Operations troops who have been in Uganda for a year advising and assisting AU forces involved in the search for Kony.

Kirby said the Ospreys would remain in Uganda only a short time before returning to their base in Djibouti but would likely return periodically to Uganda to help with the effort against Kony.

“I think it’s safe to say that these aircraft and these crews will probably redeploy back over time,” Kirby told a Pentagon news conference. “They probably won’t be on the ground for very long, but they’ll be back.”

He said the additional 150 personnel consisted of air crew and maintenance personnel and would travel back and forth between Djibouti and Uganda with the planes.

Djibouti is the site of Camp Lemonnier, the only U.S. military base in Africa, which is home to some 2,500 troops who work building military ties with countries in the region. It has been used as a base for Special Operations forces advising AU troops fighting Islamist extremists in neighboring Somalia.

Sisi sheds uniform, to run for president
[The Peninsula] Abdel Fattah Al Sisi, the Egyptian general who ousted his country's first freely-elected leader, declared his candidacy yesterday for a presidential election he is expected to win easily.

Sisi, who toppled the Moslem Brüderbund's Mohammed Mursi last July after mass protests against his rule, vowed to fight what he called the terrorist threat facing Egypt, a reference to attacks that have spiralled since last summer.

"True, today is my last day in military uniform, but I will continue to fight every day for an Egypt free of fear and terrorism," said Sisi, still wearing his military fatigues, in a televised speech.

Sisi had to resign his posts of army chief and minister of defence so he could contest the election. Seeking to cap some of the sky-high expectations, Sisi warned he could not perform "miracles" in a country of 85 million that is steeped in poverty.

"I cannot make miracles. Rather, I propose hard work and self-denial," he said. "We must be truthful with ourselves: our country faces great challenges. Our economy is weak. There are millions of youths who suffer from unemployment in Egypt. This is unacceptable."

If Sisi is elected, as widely expected, it would mark a return to the days when Egypt was led by men from the military -- a pattern interrupted by Mursi's one year in office after he won the first democratic presidential election. Sisi would assume leadership of a country reeling from three years of political turmoil. Since Mursi's removal from power, Egypt has suffered the worst internal strife in its modern history.

Algeria mobilises troops to secure election
[MAGHAREBIA] As Algeria's April 17th presidential election nears, authorities are taking steps to counter any terrorist threat that could impact the race.

The campaign officially kicked off on Sunday (March 23rd) and security authorities deployed units on the border to prevent the infiltration of forces of Evil and increased patrols in major cities and roads.

Colonel Mohammed Tahar Benaâmane, director of public safety at the National Gendarmerie, said in a March 22nd presser that his services would provide protection for candidates during the campaign along with security for any potential gathering places.

Activists criticise government's Jamaat view
[Dhaka Tribune] Youth-led public platform Gonojagoron Moncho activists have expressed frustration over the government's compassionate view towards anti-liberation party Jamaat-e-Islami

From a rally on the occasion of the Independence and National Day at Shahbagh, the activists also censured the government for not implementing the six-point charter of demands submitted to the prime minister over a year ago.

Spokesperson of the platform Imran H Sarker said the government was reluctant to meet their demands, while this negligence had led to strengthening the Jamaat-Shibir.

He said the government had not taken strict action against the Jamaat-Shibir cadres who carried out violence across the country following tribunal verdicts. The joint force's operation in Satkhira, which he termed eyewash, was also not effective.

He alleged that the government was soft towards Jamaat, its wings, financial organizations and supporters, and criticised the government offices and the Awami League's associate organizations for taking donations frequently from Jamaat-controlled organizations.

He cited the instance of Islami Bank's Tk3 crore donations for "Lakho Konthe Sonar Bangla" event held yesterday at the National Parade Square. The government later said it would not accept the money for the particular project due to reservation of the cultural affairs ministry.

Imran also questioned the willingness of the government in holding the war crimes trials as it took around two months to appoint a chairman for International Crimes Tribunal 1 and the prosecutors lacked coordination.

N.Korea Hints at 4th Nuke Test
North Korea on Monday hinted at the possibility of another nuclear test, saying it may take further steps to demonstrate its "nuclear deterrent."

In a press conference at UN headquarters in New York on Monday, Pyongyang's deputy chief of mission to the UN Ri Tong-il accused the U.S. of continuing "hostile" policies aimed at heightening tensions on the Korean Peninsula and undermining the North even after it put forth "important proposals," including suspension of cross-border vilification.

The North has taken umbrage at recent sharp UN condemnation of its human rights abuses. Ri warned unless the U.S. stops "nuclear threats" against the North, the regime will have to take additional measures to display its "nuclear deterrent."

He said the North's recent launches of short-range rockets and ballistic missiles were a self-defensive, routine exercise. They coincided with annual South Korea-U.S. military drills in the region.

Ri countered UN condemnation of human rights abuses in the North with the claim that South Korean agents are kidnapping North Koreans in the Chinese border areas, brainwashing them, and using them for propaganda purposes. The UN condemnation was nothing but "a preposterous fuss" forming part of the U.S. overall hostile policy, he added.

Meanwhile, in a report on March 3, the Belfer Center for Science and International Affairs at Harvard University's Kennedy School of Government singled out North Korea as a nuclear proliferation risk, warning of the danger of the regime supplying or selling nuclear weapons or materials to terrorists.

Prepare for War in 2015, Pudgy Tells Officers
North Korean leader Fat Boy Kim Jong-un has mentioned the possibility of a war breaking out on the Korean peninsula in 2015, it was revealed Tuesday. According to a source, Kim told military commanders earlier this year that an "armed confrontation could take place on the Korean peninsula in 2015" and ordered them to stock up on strategic supplies and remain combat ready.

The comments were made at about the same time that Kim spoke about improving relations with South Korea during his New Year's address.

At a loyalty rally in Pyongyang on Feb. 25, Kim also spoke about an "all-out war with the enemy in the name of revolution and final victory." Last year, Kim told key officials his aim of "reunification through force within three years."

The source said, "Since he came to power in late 2011, Suet Face Kim Jong-un has often said that his aim is reunification 'through force' and that he would personally drive a tank and advance into Seoul."

"Even amid its peace gestures, North Korea continues to harbor ambitions of reunification through force," a government official said. "We're doing everything to prepare against additional provocations including a missile launch and fourth nuclear test."

The year 2015 marks the 70th anniversary of North Korea's Workers Party and the division of the Korean peninsula.

Revising its founding principles last year, the Workers Party places the top priority on reunification based on the "juche" doctrine of self-reliance and "nationwide victory." Those words appear to refer to reunification through force.

The South Korean government is on the alert for intensifying provocations from North Korea in recent months. Over the last two months alone, the North fired 88 short- and mid-range missiles and on Tuesday shot two medium-range ballistic missiles into the East Sea.

The official KCNA news agency in August 2012 reported that Kim issued an order to troops to carry out an offensive to achieve “the great task of reunification."

"Marking his third year in power, Kim Jong-un is seeking to rally the military behind him in order to deal with inter-Korean and international relations," said Nam Sung-wook at Korea University. "We may even see further provocations."

North Korea is annoyed by increased discussion in South Korea about reunification. The North Korean propaganda website Uriminzokkiri on March 2 accused the South of harboring ambitions to "absorb" North Korea.

The North Korean military is under orders to familiarize itself with South Korean terrain. The Chosun Ilbo obtained a copy of a handbook that advises soldiers to get to know the landscape of the South. It details mountains, rivers, lakes, roads, railways and coastlines in South Korea and how they can affect combat conditions. The handbook also explains how to change South Korean coordinates into figures and measurements used by North Korea as well as instructions on how to use GPS receivers.

A source said, "A mountain in South Pyongan Province contains a compound modeled on Cheong Wa Dae and surrounding terrain, where special forces troops train during summer and winter months."

It took them days to get from the original line to Seoul in 1950. That was when it was relatively a moderate size city of its time. Now it's a sprawling metroplex that extends half way to the border. There is not going to be a blitz. It's going to be a very ugly slow motion bout of urban fighting. That is something the Norks are not prepared for as it burns up resources and manpower quickly requiring a constant feed of such which if you don't have air superiority is interdicted trying to get into the fight.

None of that includes the loss of command and control as troops disburse to loot for food and goods they've literally been starved of.

As for missile volleys and artillery, Seoul sits in an topographical bowl surrounded by ridges and peaks that make getting a good shot in difficult. Still a lot of damage will be done, but nothing greater than Seoul experienced in 1950-3. As they say, been there-seen it-done it. Though it will be an eye opener for the newer generation who lack appreciation for the American that their grandfathers have.

However, it's a one shot deal for the Norks. Once they initiate the event, they'll quickly exhaust their load and will be on the receiving end. At that point they have nothing protecting them except, once again, direct Chinese intervention. This time the Chinese won't defer to the Kim clan.

First round of direct talks between govt, TTP concludes
[DAWN] The first round of direct peace talks between the government and the Tehrik-e-Taliban Pakistain (TTP) leadership concluded on Wednesday, with both the sides reportedly reaching an agreement on several issues, DawnNews reported.

Information Minister Pervaiz Rashid, however, did not share any details of the landmark talks, saying only that once the negotiators returned, it would be up to the government to make statements to media.

During the negotiations, the TTP representatives asked members of the government committee if they had been delegated with decision-making powers, to which the committee members replied in the affirmative.

Pak Taliban front man Shahidullah Shahid also said that the both sides have agreed in extending the ceasefire while there was also a consensus among them on the exchange of non-combatants prisoners.

The Pak team, headed by government official Habibullah Khan Khattak, flew on Wednesday morning by helicopter to the location for the talks, described as a ''peace zone.''

Sources had also said that a five-member TTP Shura, including Qari Shakeel, Azam Tariq, Maulvi Zakir, Qari Bashir and another member, would hold talks with the government team.

The main challenges of negotiating a peace settlement are the many groups and factions behind the violence, with many operating outside the Taliban control, including both local and foreign al Qaeda-linked hard boy outfits.

The direct talks were originally to take place on Tuesday, but bad weather prevented the government helicopter from traveling to the northwest.

The talks, promoted by Sharif, have proceeded in fits and starts since he took office last year. So far, the two sides held only indirect talks, with the Taliban represented by two holy mans, Khan, the professor, and Maulana Samiul Haq

Earlier on Tuesday, a proposed meeting between the government's representatives and the TTP Shura was deferred on account of bad weather conditions.

report has claimed that Al Qaeda gunnies and planners travelled from Pakistain to Syria where they are seeking to establish a base in order to carry out strikes against the United States and Europe in the future.

Director of US Central Intelligence Agency (CIA), John Brennan, recently expressed apprehensions over the issue before a House panel saying "we are concerned about the use of Syrian territory by the Al Qaeda organization to recruit individuals and develop the capability to be able not just to carry out attacks inside of Syria, but also to use Syria as a launching pad".

The gunnies in question are part of an Al Qaeda group that has been extensively targeted by US drone strikes during the past decade.

Despite the damages sustained by the bad boys, their arsenal includes skills such as bomb-making, small-arms tactics, logistics, religious indoctrination and planning.

Syria is an attractive region for the organization since it lies far from the drone strikes in the Pak-Afghan region and also because of its access to recruits and human resources which have either mobilised to Syria for fighting or are in close proximity in Iraq.

Senior US counter-terror officials have also voiced fears that western fighters could be radicalised and used by the outlawed outfit for carrying out attacks in their home countries upon their return from Syria.

"We do not seek confrontation but we will not waiver if challenged," Rasmussen said after a brief meeting with Obama in Brussels, the Belgian capital that also hosts EU and NATO headquarters.

The U.S. president, who kicked off a daylong visit to Belgium with an emotional stop in the sole Belgian World War I cemetery to hold U.S. graves, said later that "NATO nations never stand alone."

Recalling that the alliance now was patrolling the skies over the Baltics, and had reinforced its presence in Poland, he said: "and we're prepared to do more."

Pressed to bolster its presence on the eastern fringes of Europe, the alliance has dispatched AWACS radar surveillance planes while Washington has sent 12 F-16 fighters to Poland as well as transport planes and 300 troops.

"NATO is a force for peace but also unmatched militarily," Rasmussen said.

"Our commitment to the defense of our Allies is unbreakable and at the same time we are firm in our support of Ukraine's illusory sovereignty and territorial integrity," the NATO chief said.

"We will intensify our military cooperation with Ukraine including helping the Ukrainians to modernize their armed forces."

Obama ruled out military action in Ukraine, which is not a member of NATO.

Israel Stages Military Exercises along Border with Lebanon
[AnNahar] The Israeli army staged at dawn on Wednesday military drills in the occupied Shebaa Farms and boosted security along the border with Leb.

According to the state-run National News Agency, Israeli drones flew over the Shebaa farms during the military exercises.

The NNA said that kabooms heard at dawn were caused by the Israeli army.

Israeli army also boosted security along its norther border near the southern town of Abbasiyeh and the Kfarshouba Hills.

NNA later reported that an Israeli unit of 13 soldiers crossed the Blue Line, entering 15 meters into the region of Aita al-Shaab.

The army later issued a communique saying that "Israeli paratroopers, comprised of 13 soldiers, infiltrated 20 meters into the Lebanese territories at 8:55a.m."

"The Lebanese army directly undertook the necessary defense measures," the army command said in its statement.

According to the statement, "the Israeli patrol withdrew at 9:30 a.m."

"The matter is being followed up in coordination with the UNIFIL."

"A ground offensive has to be deadly, defensible, network-based and agile, with advanced firepower adapted to... a changing battlefield," the source said. "It's clear to us that we have to shorten a conflict. A ground maneuver will accomplish that."

"We have to get to the enemy and strike its ability to fire on us. In the end, this creates pressure on it and on Leb, and this is an enemy that understands when it's starting to lose," he added.

Optimism expressed for restart of Thai peace talks
Despite tremendous obstacles, participants in last year's Deep South peace talks hold out optimism they can resume and ultimately bring peace to the region.

Three rounds of talks took place after Thailand's National Security Council and the Barisan Revolusi Nasional (BRN) signed an historic dialogue deal in Malaysia in February 2013. But talks stalled in July, as both sides accused one another of violating a Ramadan ceasefire. They hit another snag in December when the government roundly rejected five demands that BRN negotiator Taib Hassan presented in a YouTube video.

Since then, political uncertainty in Bangkok puts the peace process in jeopardy. Prime Minister Yingluck Shinawatra's caretaker administration lacks authority to schedule a fourth round of talks. Nonetheless, on the first anniversary of the Kuala Lumpur deal, National Security Council chief Paradorn Pattanatabut affirmed support for the peace process and suggested other Deep South terrorist militant groups had agreed to join it.

He said, "We are always ready to talk. But at this moment we need to solve our internal political problems, too."

For his part, BRN leader Abu Hafez Al-Hakim expressed a commitment to dialogue in an unprecedented video speech aired during the "Pattani Peace Media Festival" hosted by Deep South Watch on the one-year anniversary of the talks.

He said, "We still come to the table to seek alternative means, other than armed struggle, for a just, comprehensive and sustainable solution of the Pattani conflict. We believe that through dialogues and negotiations, violence can be reduced or even stopped entirely. Islam has taught us to accept an offer for peace, even from an enemy."

Separately, former Malaysian intelligence chief Ahmad Zamzamin Hashim, who facilitated the talks, said that the talks had produced "reasonable progress, although there is still mutual mistrust" among the two sides.

Though Taib Hassan no longer serves as BRN negotiator, talks could continue with representatives of other groups, Ahmad suggested. He refused to give a date for when talks might resume, saying, "Only when both sides are ready."

He continued: "We need a president that has a clear political agenda, and of course I will withdraw Hizbullah's fighters from Syria if I become president."

"This is why many are exerting all efforts to prevent electing a strong president," he considered.

Separately, Geagea assured that his party is not allied with Hizbullah, as they hold opposing political stances.

"There is a huge gap between us and Hizbullah and if the party was able to bridge this gap by changing its ideology, of course we would not mind allying with it," he stated.

"Our stance has always been clear; we have to communicate with Hizbullah to reach the desired outcome and any dialogue's basis must be the constitution firstly, and secondly the laws," he explained.

"But until now, Hizbullah has not taken dialogue seriously, and we boycotted the national dialogue sessions in 2012 because of the party's attitude," he said.

On the Lebanese Forces' relations with former Prime Minister Saad Hariri
Second son of Rafik Hariri, the Leb PM who was assassinated in 2005. He has was prime minister in his own right from 2009 through early 2011. He was born in Riyadh to an Iraqi mother and graduated from Georgetown University. He managed his father's business interests in Riyadh until his father's assassination. When his father died he inherited a fortune of some $4.1 billion, which won't do him much good if Hizbullah has him bumped off, too.

Reports: Assad Regime Informs Lebanese Allies Need to Block Presidential Elections

Turkey vows 'any measures' against Syria threats
[Al Ahram] Turkey is ready to take any measures, including cross-border military operations into war-torn Syria, against threats to its national security, its foreign minister warned Wednesday.

"The Turkish republic is a powerful state and never hesitates to take any measures to protect its national security if need be," Ahmet Davutoglu told AFP in an exclusive interview.

"Any group in Syria, or the regime, should not test Turkey's determination," said the minister, speaking in his central home province of Konya.

Iran Heads For 5th Month Of Oil Exports Above Sanctions Limit
[Ynet] Iran's oil exports have stayed above levels allowed under Western sanctions for a fifth month, according to sources who track tanker movements, in a further sign that a deal to ease some restrictions is helping Tehran sell more crude.

Under the deal, Iran's exports are supposed to be held at an average 1 million bpd for the six months to July 20. But shipments to Asia have topped that level at least since November, according to ship tracking data.

The Obama adminstration believes that exports will fall in coming months and on average will fall to the 1 million bpd level stipulated by the interim agreement which went into effect on January 20.

$40 million needed each week to help Syrians
The delivery of humanitarian assistance, particularly to women, in crisis situations requires more innovative and cost effective tools and strategies, a UN official has said. Ertharin Cousin, executive director of the UN World Food Programme (WFP), focused on the impacts war and disasters have on women’s safety, food security, health and education.

She explained that women and children make for more than three-quarters of those affected by disasters and crises. It is women who most often bear the crippling consequences, be they physical, psychological, social or economic.
Ertharin got her degrees in international and wimmins studies, I'm guessing...
Commenting on the Syrian humanitarian crises, Muhannad Hadi, WFP regional emergency coordinator for Syria and neighbouring countries, said: “The WFP moves around 40,000 metric tonnes of food each month to feed close to four million people across Syria. This is one of the WFP’s largest and most complex operations worldwide. We are grateful for the generous contributions that have enabled us to save lives. The WFP requires $40 million each week to assist affected people in Syria and refugees in neighbouring countries.”

Kristalina Georgirva, European commissioner for International Cooperation, Humanitarian and Crisis Response (Echo), said: “The greatest challenges we face can be summed up in a word: Access. Hundreds of thousands of innocents are trapped behind and between fighting lines where our aid cannot reach. We need the fighters to respect civilians and humanitarian workers. That is why I was relieved when the UN Security Council passed a humanitarian resolution. Now we need to ensure that it is implemented and that respect for International Humanitarian Law is restored. The international community’s role in advocating for this is crucial.”

Turkey ready to protect exclave in Syria
Turkey's Foreign Minister Ahmet Davutoglu has said the country's armed forces are ready for every possibility regarding Turkish territory in Syria which is home to the symbolically-important Suleyman Shah Tomb, Anadolu Agency reported.

Speaking on a private Turkish television channel on Wednesday, Davutoglu said: "Our troops are ready for every possibility in the area; it does not matter even if a bad scenario happens in on election day."

"We, as a government, are responsible for our country's freedom."

Protected by Turkish troops, the Suleyman Shah Tomb -- Turkey's only exclave -- and the surrounding area are located in Aleppo's Manbij district, approximately 30 km from the Turkish border.

Radical Islamist group, the Islamic State of Iraq and the Levant (ISIL) -- which is locked in intense fighting with anti-government Free Syrian Army (FSA) rebels around the tomb -- has allegedly demanded that Turkish troops leave the region.

Syrian opposition forces are occupying more towns in the Turkmen Bayir-Bucak region as clashes with the regime of President Bashar al-Assad intensify.

And the memo said or directed... what again ?
They sent a memo. That's the important part. A's were C'd.
But when Tsarnaev went to New York's JFK airport in New York in January 2012 to board a flight to Moscow, he did not receive the requested screening.
"Didn't you get the memo?"
The report said there was no evidence that Customs and Border Protection officials at the airport examined Tsarnaev's TECS record. Tsarnaev was not on a No Fly list.
In other words, his travel was not questioned or impeded either coming or going. How convenient. Airfare is very expensive. Any info available regarding the source of his airline ticket funding and per diem? Phone calls or e-mails? I thought not.
That was a different memo.
After spending six months in the Russian region of Dagestan, an experience U.S. investigators suspect played an important role in his radicalization, Tsarnaev flew back to JFK airport on July 17, 2012. The report said there was no record that information was passed along among federal agencies, and he was not detained or questioned after his flight landed.
Not wishing to alert the source to surveillance and potentially compromise anything.
The report added that Tsarnaev's name on one of the alerts was misspelled "Tsarnayev."
Intelligence community search engines have the ability to 'rack and stack' name spellings in various letter combinations to prevent a miss.
Noting that after his return from Dagestan, Tsarnaev began to post "extremist-themed videos" and disrupted services at his mosque, the report said a second FBI assessment "or even the decision to expand into a preliminary investigation after Tamerlan Tsarnaev's return could potentially have yielded evidence to suggest that he had been radicalized."
No "expansion of investigation needed" when he's obviously making his way back to the lair. Interesting to note, a few of those he met with in Degestan were soon martyred after his departure. Probably just a coincidence.

"This bipartisan report focuses on how evidence of the alleged bombers' intent to carry out a terrorist act were shared between local, state and federal agencies, and how in certain tragic instances, critical opportunities were overlooked," Homeland Security Committee Chairman Michael McCaul said in a statement.
"Sharing" of data can become highly restricted or terminate entirely when an agency assumes operational primacy. The rose is pinned on the FBI pass along [or not pass along] info to local law enforcement.
"Following through on the report's recommendations is critical to fixing serious gaps in our counterterrorism efforts."
We could dig up Anwar al-Awlaki and kill him again.

#4  The report leaves out another disaster. in 2011 the US received a report from
Russia about the elder brother. The reaction was to have the FBI question him. This caused him to wonder who informed the FBI about him. Not knowing that it was the Russians, he blamed his three American friends, who he proceeded to murder in revenge. (the guy recently killed in Florida was involved in this and confessed that he abetted though he had no idea that the murders would take place.) Is it really a good idea for the FBI to alert suspects that they are so?
That names on the TECS list are removed after a year seems an insane idea. That the list is a joke follows from the fact that though he was on it nobody noticed or cared when he flew to Russia. That its maintenance is a joke follows from the fact that the notice that he should be barred from reentry to the country never made it to the list because of a variant in the transliteration of his name.
One might also notice that the younger brother was only found after the complete shutdown of Watertown and Newton to allow a massive police search (accompanied by sporadic gunfire) ended. A civilian noticed him on his boat, and the infrared view from a helicopter confirmed it. The huge police effort got nothing at all!
