Secret meetings expose obstacles to Afghan peace talks
[DAWN] Days after word leaked that the Afghan Taliban had signalled willingness to enter into talks to end Afghanistan's long war, senior representatives of the Lion of Islam group visited Islamabad for secret discussions on the next step forward.

They left with a blunt message from Pakistain: the Taliban must end a rift between two top leaders, or talks might never get off the ground.

The warning was a reminder of how tough it will be to get bandidos krazed killers and the Afghan government on the same table, let alone agree on lasting peace, even with help from Pakistain-- the Taliban's erstwhile backer that still wields influence over them.

The two senior Taliban figures in question are political leader Akhtar Mohammad Mansour, who favours negotiation, and battlefield commander Abdul Qayum Zakir, a former Guantanamo Bay detainee, who opposes talks with Kabul.

Mansour and Zakir, long-time rivals, met recently to resolve their personal differences, slaughtering sheep for a feast to mark the occasion, according to two Taliban sources.

But Mansour was unable to persuade Zakir to reverse his opposition to direct talks with Kabul, which he sees as "wasting time" because the United States holds real power in Afghanistan, the sources added.

The text also calls for the immediate release of anyone kidnapped by Boko Haram, described as "one of the most serious threats to international peace and security."

The resolution is expected to be approved as early as next week, one of the Council members, Chad, said.

Saudi Arabia, the world's top oil exporter, regards the Iranian-backed Shi'ite group which seized control of the Yemeni capital Sanaa in September as a terrorist group. In 2009, Riyadh carried out a military operation including air raids against the Houthis after a number of cross-border incursions.

Local currency dealers shy away from dealing with Yemeni riyal
[YEMENONLINE.INFO] The deteriorating situation in Yemen with regard to the lack of political and economic stability have driven downward the value of the Yemeni riyal against the dollar and other key currencies.

This is set to negatively reflect upon the already weak economy in Yemen despite the recent assurances of the Central Bank of Yemen that currency exchange rates have actually remained relatively stable.

Nonetheless, global reports confirm the political upheaval in the country may inflict great harm on the Yemeni economy.

The exchange rate of the Yemeni riyal has declined against the US dollar to 215 riyals, and against the Saudi riyal to 57 Yemeni riyals.

Ahmad Ali, member of the International Federation of Technical Analysts (IFTA) said that the Yemeni riyal has been dropping for some time, adding that it may reach 250 against the dollar.

“This is a very strong and serious drop for the Yemeni riyal, which will negatively affect the country's economy,” he confirmed.

He dismissed the notion that the dropping value of the Yemeni currency will negatively affect the value of the Saudi riyal, mainly due to the weak mutual trade between the two countries which is mostly concentrated in agro-products.

rebels are still persecuting journalists, media outlets and media support institutions eight months after seizing control of the capital, Sanaa, and a large swathe of the country. Their methods include death threats, abduction and looting.

The Yemeni Journalists' Syndicate (YJS) has registered no fewer that 67 cases of such methods being used to prevent journalists from doing their work.

In one of the latest cases reported by the YJS, Houthi rebel snuffies kidnapped two journalists working for the daily Akhbar Al Yaoum -- Abdelwahed Nejjar and layout editor Fouad Zoubayri -- from the Ashoumwaa printing and publishing house on 5 March.

Printing equipment, tables and chairs were also looted and taken away in trucks that had been parked outside for 18 days or more. The YJS and other local NGOs have urged the Houthis to release the two journalists.

People who were staging a sit-in inside a camp to demand that the Houthi rebels withdraw from the Ashoumwaa centre were threatened at gunpoint and forcibly dispersed by rebels on 26 February.

Reporters Without Borders deplores the harassment of Yemen's media by the Houthi rebels, which increased in August and again since their arrival in the capital in September.

The nation can no longer handle more political bargains and everyone has to come to an agreement that prioritises the interests of the people and country, and introduces solutions to current problems, most notably the security situation. has reportedly agreed to let Israel use its airspace to attack Iran if necessary, in exchange for "some kind of progress" on the Paleostinian issue, Israel's Channel 2 TV station quoted an unnamed European official as saying.
An anonymous European? Golly. This reminds me of that "peace initiative" dreamed up by Thomas Friedman of the New York Times opinion stable, grown from a throwaway quip at a Saudi prince's dinner table into a complete Josephean coat of many glorious colours.
"The Saudis have declared their readiness for the Israeli Air Force to overfly Saudi air space en route to attack Iran if an attack is necessary," the report stated. In return for cooperation, Saudi Arabia wants to see some "progress" on the Paleostinian issue.
If progress were possible outside of the world of imagination, it would have happened long since, without the intervention of those so bold they hide their identities.
The move will reportedly allow Israel to bomb targets in Iran by offering a shortcut, which will save fuel and time.
It would, indeed.
The Saudi position was confirmed during multiple diplomatic talks, according to the TV report. "The Saudi authorities are completely coordinated with Israel on all matters related to Iran," the European official from Brussels was quoted as saying.
In which case, Israeli concessions are unnecessary.

Close friends Kadiza Sultana, 16, and 15-year-olds Shamima Begum and Amira Abase boarded a flight from London Gatwick to Istanbul on Feb. 17.

[RT] Hamas, always the voice of sweet reason, has rejected an offer to implement a five-year ceasefire in exchange for Israel's termination of the Gazoo Strip blockade, a senior Hamas official said.

The proposal -- which was crafted by Israeli and Paleostinian officials, as well as Western middlemen such as outgoing UN special coordinator for Middle East Peace Robert Serry -- would have also seen the opening of an airport and seaport in the Strip.

Deputy chairman of Hamas, Mousa Abu Marzouk, explained Wednesday the reasoning behind the rejection, saying the deal would have widened the divide between the West Bank and Gazoo. Executing the proposal would allow Israel to "swallow" the West Bank with further settlements, he said in a statement on his Facebook page.
Perhaps that makes even a scintilla of sense in the original Arabic, but it makes none whatsoever in English.

U.S. Exaggerates Islamic State Casualties
[Bloomberg] The war against the Islamic State has killed thousands of fighters and even some mid-level battlefield commanders, but the organization's senior leadership and nerve center remain largely untouched, according to U.S. military and intelligence officials.

These officials and other experts tracking the terror group tell us that the Islamic State's Shura and Sharia councils, the advisory bodies that help inform the major decisions of the group's leader Abu Bakr al-Baghdadi, remain intact, notwithstanding one close call in November for Baghdadi. Although airstrikes and military campaigns have killed several regional administrators and designated "governors," the Islamic State has quickly replaced them and maintains its command-and-control capabilities.

This assessment of progress against the Islamic State differs sharply from public statements by top Obama administration officials as recently as last month, including Secretary of State John Kerry and retired General John Allen, the president's special coordinator for the coalition against the Islamic State. In February, Allen said that half the group's leaders in Iraq had been killed.

Speaking at the Munich Security Conference also in February, Kerry expanded that claim to account for the group's leadership in Syria as well.

"We've disrupted their command structure, undermined its propaganda, taken out half of their senior leadership, squeezed its financing, damaged its supply networks, dispersed its personnel, and forced them to think twice before they move in an open convoy," Kerry said.

Kerry and Allen haven't since repeated that claim about the group's senior leadership. U.S. military officials tell us no consensus intelligence estimate supports the claim that half the Islamic State's leadership has been eliminated.

When asked about Kerry's 50 percent claim, Army Captain John J. Moore, a spokesman for U.S. Central Command, told us: "We currently don't have a percentage attached to that statistic."

Experts told us Kerry's estimate is tough to understand, because defining the Islamic State's "leadership" is subjective. Cole Bunzel, a Princeton University scholar of Near Eastern Studies who closely follows Islamic State, said its leadership structure is opaque, and not much is known about the true membership of its Shura and Sharia councils, which play an important role in the organization. When the Islamic State has announced major decisions, such as its decision to expand into Syria or declare itself a caliphate, said Bunzel, it has made clear that one or both of those councils were consulted by Baghdadi.

"I am very skeptical of the claim that the coalition has killed 50 percent of the leadership of the Islamic State, whatever that means," said Bunzel.

He later added, "The Islamic State has publicly announced when senior members of the group have been killed. But they have never talked about anyone in the core leadership being killed since 2010."

Michael Smith, a principal of the counterterrorism consulting group Kronos Advisory LLC, told us there have been some reports of Islamic State officials being killed in airstrikes. The Lebanese journalist and documentary film-maker Ali Hashem reported that in mid-November, Baghdadi was injured in an airstrike on his convoy.

But Smith said his group, which monitors the Islamic State's official communications and social media accounts, has yet to come upon any acknowledgement that members of the group's Shura Council have been killed. "Jihadi groups typically eulogize slain leaders," he told us.

"If the administration is confident about these claims. It should name names. Because highlighting such kills demonstrates the efficacy of our counter-campaign, and that can deter individuals from joining or supporting the Islamic State. But lying about our achievements plays right into the Islamic State's P.R. game."

This week, Kerry was more cautious. At a Senate hearing Wednesday, he acknowledged that the Islamic State was still picking up supporters and that its savage attacks continue. (Just this week the leaders of the Nigerian terrorist organization, Boko Haram, declared their fealty to Baghdadi.

But Kerry didn't repeat his previous claim about the U.S. killing half the group's leadership or taking back territory it had captured. State Department officials said Kerry's change of tone when talking about the effectiveness of the airstrikes did not signify any change in his confidence that the mission was succeeding. One State Department official told us that Kerry's claim that half the group's leadership had been killed was based on internal State Department deliberations. State Department spokeswoman Jen Psaki told us Kerry's remarks about progress against the Islamic State at Munich and his statement about the same topic this week "are entirely consistent."

Reliable statistics about the deaths of Islamic State leaders are hard to come by in part because different elements of the government disagree on the definition of a "senior leader." For some inside the U.S. intelligence community, senior leadership refers to members of the Shura council and other ministers that have been named for the Islamic State. Other analysts, however, consider regional commanders and local governors also to be senior leaders of the group.

The Islamic State has given these regional leaders much autonomy. But these officials are easily replaced. As one U.S. military official told us: "We've killed the emir of Mosul multiple times, and he has been replaced multiple times."

Another issue with the statistics on senior leadership is that the U.S. is relying heavily on the Iraqi and Kurdish security services for intelligence, including the interrogation of captured Islamic State fighters. "If we are getting a lot of our intelligence from the Iraqis, it's probably inflated," Bunzel said, "We should also remember that the Iraqis said for years that the leader of the Islamic State of Iraq was an actor playing a fictional character. This turned out not to be true."

After six months of war, the U.S. arguably would have made a much bigger and more verifiable dent in the Islamic State's leadership if the Obama administration had been less reluctant to get involved on the ground in Syria. Members of the Syrian opposition and U.S. officials tell us the Free Syrian Army (FSA), the loosely organized group of moderate brigades fighting the Islamic State, has been cut out of the process for selecting targets for U.S. airstrikes in Syria. The FSA's leadership has complained that the U.S. has ignored its offers to share intelligence. Syria is where most of the Islamic State's leaders are based. If the U.S. really wants to kill them, there are a few Syrian rebels who are willing to help.

#2  We all were sure the US was exaggerating the enemy casualties in Vietnam, but interviews with a North Vietnamese general long after the war indicated the numbers were pretty close. Overestimated the direct combat losses and underestimated the B-52 effect, IIRC, but came out about right.

The Islamic State group claimed in an online statement that it used imported muscle from Australia, Belgium, Syria and Uzbekistan in Wednesday's attack, in which at least 13 suicide boom-mobiles went kaboom! almost simultaneously in Ramadi, the historic provincial capital of Anbar, killing two soldiers and wounding eight. One photo that was posted featured a white van driving down a dusty street, alongside an image of a young man who closely resembles 18-year-old Australian Jake Bilardi sitting behind the wheel.

"I can confirm that we're seeking to independently verify that he was part of this suicide kaboom attack," Australian Foreign Minister Julie Bishop said Thursday. "The news appears very grim, but we are seeking to independently verify it."

The British press labeled Bilardi the "White Jihadi" in December after images of him armed with a rifle in front of Islamic flags appeared on social media sites.

The teen left his home in the southern Australian city of Melbourne in August and headed to the Middle East. Bishop said he had been on Australia's radar for several months, and in October, she canceled his passport on the advice of the country's security agencies.

Last year, the Australian government passed sweeping counterterrorism legislation that made it easier for officials to cancel the passports of people they suspect of engaging in extremism. The law also makes it a crime for Australians to visit certain terrorism hot spots overseas.

"If these reports are confirmed, this is another tragic example of a young Australian being lured to a senseless and violent death by a brutal terrorist organization that is intent on imposing suffering and misery not only in Iraq and in Syria, but beyond," Bishop said.
