[Tolo News] Famed Kandahar Police Chief General Raziq this week accused Pakistain of criminal masterminding the war against Afghan cops in southern Afghanistan.
Gen. Raziq, who is renowned for his unflinching style of opposition to Talibs and his effectiveness in combating them over the years, currently leads the operation for retaking Helmand ...an Afghan province populated mostly by Pashtuns, adjacent to Injun country in Pak Balochistan... 's Nawzad district, which fell into Lion of Islam hands earlier this summer.
"There is a mafia in Helmand, the drug smuggling mafia, and this is a continuation from the past," Raziq told TOLOnews on Wednesday. "We should know one thing, which is that the war here is the war of Punjabis and Pakistain's slaves. They don't want a stabilized Afghanistan."
The comments come after a major shift in relations between Afghanistan and Pakistain in the wake of a wave of deadly Taliban suicide kabooms in Kabul ...the capital of Afghanistan. Gen. Raziq emphasized the importance of the battle for Helmand. "Helmand is one of the provinces through which good income could be earned for the country, but all the benefit is under the control of Death Eaters and they don't want us to use Helmand's income," he said.
He also voiced criticism of Kabul's approach toward combating the Lion of Islams. "There is a mistake in the central government; this mistake is that they come here to ensure security, but they stay inside bases and police headquarters." According to Raziq, a greater police presence on the ground in Helmand would hugely benefit the province's security.
Despite the challenges, Raziq remained optimistic, and said Helmand's security issues are solvable. "All the security forces have to coordinate with each other," he said.

In a televised address, Ghani called on Islamabad to crack down on the bully boys, and said he was sending a delegation to Islamabad later this week.

Since assuming office a year ago, Ghani has pursued closer relations with Pakistain, which wields influence over the bully boy group, hoping that it could use that influence to bring the Taliban into peace negotiations.
For its part Pakistain, which has in the past denied supporting the Taliban, said it remains committed to maintaining good relations with Kabul and that after losing tens of thousands of its own people to terrorist attacks, it can feel the "pain and anguish of the brotherly people" of Afghanistan over the latest attacks there.
"Pakistain condemns these deadly attacks in Afghanistan in the strongest terms," said the Ministry of Foreign Affairs, adding that Pakistain will continue to support and facilitate an "Afghan-led and Afghan-owned peace and reconciliation process" with the Taliban.
Pakistain hosted the first official round of Kabul-Taliban negotiations last month, but a second round that was due at the end of last month was indefinitely postponed after the Afghan government announced the death more than two years ago of the reclusive Taliban leader, Mullah Mohammad Omar.

Sediqi says "special circles of the Pak military were behind all those attacks." He claims the Paks were working through the Haqqani network, one of the most brutal Lion of Islam groups in Afghanistan.
There was no immediate reaction from Islamabad, which has in the past denied such accusations from Afghanistan. Islamabad wields considerable influence over the Taliban, which have waged a 14-year war against Kabul.

But negotiations fell into jeopardy after the announced death of Taliban chief Mullah Omar ... a minor Pashtun commander in the war against the Soviets who made good as leader of the Taliban. As ruler of Afghanistan, he took the title Leader of the Faithful. The imposition of Pashtunkhwa on the nation institutionalized ignorance and brutality in a country already notable for its own fair share of ignorance and brutality... [AlAhram] Egypt's cabinet decided on Wednesday to limit curfew hours in Al-Arish, the capital of the restive North Sinai, to four hours from 1am to 5am, MENA state news agency reported.
That'll last until the next murderous attack...
The curfew on Al-Arish, Sheikh Zuweid and other parts of North Sinai was first imposed on 25 October 2014 for a three month period, a day after 31 army personnel were killed in a car kaboom by Islamist murderous Moslems.
The decrease in curfew hours applies only to Al-Arish.
Since October 2014, the Egyptian government extended the curfew in Al-Arish and neighouring areas for three more months twice.
Locals have long expressed discomfort with the length of curfew hours complaining of the difficulties of living under an 11-hour shut-down for months at a time.
[ALMANAR.LB] The prime minister of Libya's internationally recognized government, Abdullah al-Thani, announced his resignation in a surprise move live on television Tuesday, hours after fraught peace talks between the country's rival factions restarted.
During the talk show Prime Minister Al-Thani faced a barrage of angry questions from citizens who blamed his government for the lack of basic services such as electricity and poor security in areas it controls.
"If my exit is the solution, then I announce it here," al-Thani said during the talk show, adding that "my resignation will be submitted to the parliament on Sunday".
The prime minister, who escaped an liquidation attempt in May when gunnies opened fire on his car after a parliament meeting, was also hit with accusations of corruption against his government in the television interview Tuesday.

[ARABNEWS] Saudi security officials have detained 34 suspects, including four foreigners, in the bombing of the Emergency Special Forces Center Mosque in Asir last Thursday.
Thirty of those detained are Saudi citizens, while the other four are from Syria, Bahrain, Yemen ...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Arab News contacted Pak and Bahraini diplomatic missions on Wednesday to find out details about their nationals tossed in the slammer Don't shoot, coppers! I'm comin' out! for their alleged complicity in the crime but they refused to speak on the subject, saying that "it is too sensitive."
But, a report published in a section of local Arabic press confirmed that a total of 34 suspects have been arrested so far in the bombing case.
Last week, 21-year-old Saudi national Yusef Al-Sualiman went kaboom! in the Asir mosque. Saudi security officials have nearly solved the case by naming the jacket wallah.
But a detailed investigation is still under way.
The attack, the third to occur this year, killed 15 people and injured 30.
On the same day of the terrorist attack, authorities swung into action and arrested seven suspects, while 10 more suspects were detained the following day.
Another group of 15 suspects were arrested on Aug. 9 and Aug. 10, said the report. According to the information posted on the Ministry of Interior's portal, "all suspects are being questioned and still under investigation."

The refugees, who originally fled hunger and conflict in Somalia before being caught up in war in Yemen, have largely crossed the Gulf of Aden by boat to the Horn of Africa country's northern Somaliland and Puntland ...a region in northeastern Somalia, centered on Garowe in the Nugaal province. Its leaders declared the territory an autonomous state in 1998. Puntland and the equally autonomous Somaliland seem to have avoided the clan rivalries and warlordism that have typified the rest of Somalia, which puts both places high on the list for Islamic subversion... regions.
"Since March 2015, close to 29,000 people have arrived in Somalia from Yemen, 90 per cent of whom are Somalis with more expected to arrive in the coming months," according to the UN Office for the Coordination of Humanitarian Affairs (OCHA).
"More people fleeing the conflict in Yemen is increasing the burden on already limited basic services," OCHA said, adding that those who arrived had been helped with food and basic goods.
Over 1.1 million people are already displaced across Somalia, fleeing their homes to due to conflict, drought, hunger or floods, and three million people are in need of aid, the UN said, mainly in Somalia's southern regions, where Salafist tough guys are fighting government and African Union ...a union consisting of 53 African states, most run by dictators of one flavor or another. The only all-African state not in the AU is Morocco. Established in 2002, the AU is the successor to the Organisation of African Unity (OAU), which was even less successful... troops.

The funds will be used to treat Yezidi women and kiddies who were victimized when the snuffies attacked their de facto capital of Shingal and surrounding villages a year ago.
"We have selected those women and kiddies who have faced rape or violence by ISIS," said Dr. Michael Blumer, who decides which victims should be transferred to Germany. "The focus of the program is on those who cannot be treated in the Kurdistan Region of Iraq," he said.
"We have discovered throughout the program that most of them have faced rape, violence and torture," Blumer told Rudaw. "The youngest one is an eight-year-old girl. When we found her and took her here we felt that humanity is dead. This urges us even more to return them back to normal life," Blumer added.
Apart from the treatment program, victims will receive a two-year residence permit for Germany, extendable for permanent residence if they wish to remain in the country.
At the request of the Kurdistan Regional Government (KRG), since March 253 women and kiddies have been transported to the Baden-Wurttemberg region and 800 others are expected to arrive in September.
"There are victims who had been sold (into slavery) several times by ISIS," said Dr. Elhan Kizilhan, psychiatrist and head of the project's medical team. "They are devastated, if they are not treated many of them may commit suicide," Kizilhan told Rudaw.

Turkish Foreign Ministry undersecretary Feridun Sinirlioglu reportedly said that the two countries had agreed to create a 98 km (61 miles) long and 45 km wide area to be patrolled by members of the Free Syrian Army ... the more palatable version of the Syrian insurgency, heavily influenced by the Moslem Brüderbund... .
The safe zone would allow U.S. and Turkish forces to hit ISIL and Kurdish hard boyz if they entered the area, the CNNTurk broadcaster quoted Sinirlioglu as saying on Aug. 11.

"We've been pretty clear from the podium and elsewhere saying there's no zone, no safe haven, we're not talking about that here. What we're talking about is a sustained effort to drive ISIL out of the region," Toner said in a news briefing.

[Hurriyet Daily News] A senior Hamas leader claimed to be residing in Turkey is not in the country, Turkish officials said on Aug. 12, putting a partial end to months of controversy.
“[Saleh] al-Arouri is not in Turkey at the moment,” sources from the Turkish Foreign Ministry told Hürriyet Daily News. The same sources, nonetheless, declined to elaborate on whether al-Arouri had ever resided in Turkey, as Israeli officials have claimed, and whether he was recently deported, as news reports have suggested.
The explanation by Turkish officials following months-long silence on the issue came only days after Israeli Channel 10 reported last week Turkey had bowed to pressure by the United States and ordered al-Arouri, who Israel has accused of organizing terrorist attacks in the West Bank, to leave the country.
Channel 10 suggested the Turkish government agreed to al-Arouri’s ouster because it was one of the prerequisites for Turkey’s entry into the Western coalition against the Islamic State of Iraq and the Levant (ISIL).
The explanation by senior Foreign Ministry sources came on the same day when Khaled Mashaal, the head of Hamas’ political bureau, was scheduled to arrive in Turkey for a meeting with President Recep Tayyip Erdoğan, amid the flurry of regional contacts made by Hamas, which have intensified since the recent nuclear deal between Iran and Western powers.

's growth with its stance targeting his aspirations for an unencumbered presidential system.
"The remark saying 'We will not make you president,' was to prevent the 2023 targets [of Turkey]," Erdogan said in a speech delivered on Aug. 12 at a gathering with village heads, hinting at a convergence between his personal ambitions to become a president without fetters and the fate of the country.
Erdogan issued his condemnation of the HDP during the meet-and-greet, criticizing party co-chair Selahattin Demirtas for visiting European countries.
"The party controlled by the terrorist organization is seeking a solution in foreign capitals," he said.
The HDP receives votes in Turkey but is seeking a solution abroad instead of producing local and reasonable solutions, Erdogan said, adding that the party was in self-denial.
"An understanding, which has become estranged to its people and country, can in no way produce a solution to the current problems," the president said.
He also said his remarks in autumn 2014 concerning the conflict in the Syrian Kurdish border town of Kobane were distorted on purpose. It was U.S. President Barack Obama Because I won... that warned Erdogan during a phone conversation that "Kobane was almost falling," but the HDP distorted the remarks, he stated.
Erdogan objected to claims that he does not want a coalition government, in contrast to Prime Minister Ahmet Davutoglu.
"Forming a coalition government is my wish. This process is for 45 days," he said.
If the political parties cannot form a coalition government before a 45-day deadline runs out on Aug. 23, the current government can go to the snap elections as a minority government, or the parliament will assign an election government, the president said.

[Hurriyet Daily News] Ankara contributed to the declaration of a recent 48-hour cease-fire among Syria's warring parties in a frontline area, Turkish officials have claimed.
"The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... made an indirect contribution in providing the truce," sources from the Foreign Ministry told the Hurriyet Daily News on Aug. 12, noting that Ankara would continue any efforts for truce in Syria.
The cease-fire halted fighting between gunnies on the one hand and the army and its Hezbollah allies on the other, in the rebel-held town of Zabadani and in a pair of Shiite villages in Syria's Idlib province. The two areas are strongholds of each side under ferocious attack by the other, meaning both could benefit from a cease-fire by evacuating civilians or combatants.
Officials close to Damascus described the truce as the result of mediation by Turkey, which backs rebels fighting against Hereditary President-for-Life Bashir Pencilneck al-Assad Leveler of Latakia... , and Iran, whose support has been vital to his survival, Rooters reported earlier on Aug. 12.
Sources on both sides of the civil war told Rooters earlier on Aug. 12 that the truce was to begin at 6 a.m. and that negotiations would continue. The rebel group Ahrar al-Sham ...a Syria jihadi group made up of Islamists and salafists, not that there's that much difference, formed into a brigade. They make up the main element of the Islamic Front but they don't profess adoration of al-Qaeda and they've been fighting (mainly for survival) against the Islamic State. Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014... had led the talks on the hard boys' side.
"A cease-fire began at 6 a.m. today for 48 hours to halt military operations in Zabadani," Hezbollah's al-Manar TV reported. "It also includes the two villages of al-Foua and Kefraya in the Idlib countryside."
Zabadani, has been the focus of a weeks-long offensive by the army and Hezbollah aimed at wresting control of the town from rebels.
The two Shiite villages of al-Foua and Kefraya, meanwhile, have been targeted in a parallel offensive by an hard boy alliance that includes the Ahrar al-Sham and the al-Qaeda-linked al-Nusra ...formally Jabhat an-Nusrah li-Ahli sh-Sham (Support Front for the People of the Levant), also known as al-Qaeda in the Levant. They aim to establish a pan-Arab caliphate. Not the same one as the Islamic State, though .. ... Front, both of which are turban jihadist organizations.
A source close to the negotiations from the hard boys' side earlier told Rooters: "The cease-fire has been agreed on but there are other points and negotiations are continuing on them." The source added that ongoing talks were focused on an evacuation of rebel fighters from Zabadani, and an evacuation of civilians from the two villages.

As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money. .. , in which he alleged that Pakistain has allowed some select groups to operate freely in the country," said Babar.
"This has raised serious questions and misgivings about our intent and designs," stated the senator.
The senator added further that questions were bound to arise when proscribed organizations are run under the guise of charity organizations.
"Are these so called charities allowed to function and serve as pressure groups which try to influence the elected government and the parliament, or are they meant to advance certain security and foreign policy goals as non-state actors," questioned Babar.
Babar also said that given the impunity that is enjoyed by some of these groups, gives rise to the suspicion that they are protected by certain powerful forces.
Under Section 11-B, an organization is proscribed if the federal government has reasons to believe that it is linked to terrorism. Under the law, the government can place an organization under observation for six months if it is suspected of being involved in terrorist activities. The period can be extended only after providing the organization an opportunity of being heard.
Earlier in July, the government had ruled out the possibility of proscribing Jamaat-ud-Dawa (JuD) in the near future and said there was no evidence of the charity organization having been formed in place of the outlawed Lashkar-e-Taiba (LeT).

According to several Taliban sources, a group of around 1,000 religious scholars has been meeting senior figures in the movement opposed to Mansoor. He was named leader by the Taliban's shura council.
They are also due to meet Mansoor himself, although direct contact has not been possible because of security concerns, according to people close to him.

When Hassan Rouhani was elected Iran's president in June 2013 on a campaign platform of engaging with the West to reach a nuclear deal and improve Iran's economy, he apparently didn't know that Iran and the United States had already opened a secret diplomatic channel and held bilateral talks in Oman on the nuclear issue in March 2013.
"The first time I informed Rouhani of the secret negotiations with the United States was after his election to office," former Iranian Foreign Minister Ali Akbar Salehi said in an interview Aug. 4 with Iran's IRNA news agency, adding that the incoming president and former Iranian nuclear negotiator was shocked when Salehi briefed him on the consultations ahead of his inauguration: "Rouhani was in disbelief."
That is among the revelations that have emerged from interviews with senior Iranian and US officials in the wake of reaching of a final Iran nuclear accord by Iran and six world powers on July 14. The final deal -- formally called the Joint Comprehensive Plan of Action -- is currently under a 60-day review by the US Congress. Israeli Prime Minister Benjamin Netanyahu and some pro-Israel lobby groups are pressing members of Congress to kill the deal by voting next month on a resolution of disapproval that seeks to block President Barack Obama from providing the US sanctions relief promised in the accord in exchange for significant steps Iran agreed to take to limit its nuclear program. Obama has vowed to veto any such resolution, and Democrats currently believe they have enough support to sustain his veto, if required.
[RUDAW.NET] The Kurdish People's Protection Units (YPG) in Syria say no Arab families were evicted from the township of Sirin in the Kurdish controlled Rojava area, adding locals will be able to return after the town is cleared of explosives.
Military personnel of the YPG told Rudaw Wednesday that all residents in Sirin, regardless of their ethnic background, had been asked to leave the township for safety reasons.
"The ISIS turbans have planted bombs throughout the area and we needed more than a week to ensure landmines are removed," said Abu Ammar al-Kissofi from the Syrian Free Army, which pushed the turbans back from the area in early May in a joint operation with YPG forces.
Sirin, 35 kilometers (22 miles) southeast of Kobani, fell to ISIS turbans in early January this year with most of the residents already on the run towards safer areas in Rojava.
Officials say ISIS turbans tend to plant explosives in cities as they withdraw in an effort to deter locals from coming back to their areas. On July 17, coalition Arclight airstrikes targeted a factory in djinn-infested Mosul ... the home of a particularly ferocious and hairy djinn... that Iraqi officials claimed was used to make boom-mobiles and explosives.

Iran and Russia held joint naval exercises in the Caspian Sea on Tuesday as part of a visit by two Russian Buyan-class corvettes to the region, the semi-official Iranian Fars News Agency reported.
Commander of Iran's fleet of warships in the Northern Gilan province Admiral Ahmad Reza Baqeri said that Iranian destroyer Damavand and missile-launching warships Joshan and Peika will sail with the Russian ships in the drill along with 200 other Iranian naval forces.
The Russian fleet was expected to head for Azerbaijan after the end of the exercises.
According to Fars, last October Russian ships docked in northern Iran as part of a process to boost ties between the two countries.
