participated in the 13th meeting of the Co-ordinating Committee of the Global Counterterrorism Forum (GCTF), held in the Japanese capital, Tokyo.

Qatari Foreign Minister’s Special Envoy on Counterterrorism and Mediation in Disputes’ settlements ambassador Dr Mutlaq bin Majed al-Qahtani headed the country’s delegation during the meeting.

Participating delegations discussed ways to strengthen international co-operation in the area of counter-terrorism and ways to operationalise the forum’s initiatives.

Qatar stressed its support for these initiatives, stressing the importance of constructive co-operation without politicising the efforts.

During the meeting, Qatar presented its point of view in the fight against terrorism and extremism from a regional perspective, stating that most of the root causes of the conflicts related to terrorism and extremism in the Middle East belonged to sectarian differences, regional rivalry and ongoing conflicts in Yemen, Somalia, Libya, Syria, Iraq and Afghanistan.

Qatar further stressed that the real war on terror is not the defeat of ISIS in Iraq and Syria militarily, it is to establish social norms to ensure peaceful coexistence, democracy, equal opportunities and political integration.

Qatar considers that suffering and injustice paves the way for terrorism to flourish, in addition to the murderous Moslem religious doctrines that posed a threat to all, it is a sign that these murderous Moslem ideologies exist in all cultures and are not exclusive to Islam.

France Wrestles Once Again with How to Counter Salafists' Sway
[AnNahar] As La Belle France prepares to honor a policeman killed in the latest attack by a homegrown jihadist, debate has again flared over how to counter the influence of radical Salafist interpretations of Islam, with some officials urging an outright ban.

ISIS killer carried out supermarket rampage after he was summoned to meet anti-terror cops
[DailyMail] The ISIS gunman who killed four people in La Belle France last week had been summoned to meet anti-terror police shortly before his shooting rampage, it has emerged.

Radouane Lakdim, a Moroccan-born French national, had been on a list of suspected bandidos snuffies since 2014 and was being monitored, sparking criticism of the country's security services.

The 25-year-old killed four people and injured four others on Friday in three separate shootings in the towns of Carcassonne and Trebes, where he took hostages at a supermarket before being rubbed out by police.

A police source has since revealed Lakdim had been sent a letter in March asking him to arrange a face-to-face meeting with agents from La Belle France's domestic intelligence agency DGSI.

Lakdim's 18-year-old girlfriend, a radicalised Moslem convert, as well as a 17-year-old friend.

A French prosecutor said yesterday that the girlfriend is a radicalised convert to Islam and that she shouted 'holy shit! Allahu akbar' or 'God is Great', when she was arrested.

The woman told Sherlocks that she converted to Islam when she was 16. She denied 'having been informed and associated with the deadly project of her boyfriend,' Gay Paree Prosecutor Francois Molins said during a news conference.

But Molins said the girl posted online a Koran verse 'indicating that infidels were promised to hell' just a few hours before the attacks.

Molins said Lakdim had been listed on a police register for radicalized people since 2014 because of its suspected links with the local Salafist circles. He was still under an ongoing and effective intelligence monitoring in the days leading up to the attacks, the prosecutor said.

Spanish Proactivia Open Arms’ chiefs face jail in Italy
[LIBYANEXPRESS] Gerard Canals, operation officer at the NGO Proactiva Open Arms, is not afraid of jail, reported the EUobserver.

Earlier this month, the NGO helped save more than 200 people from drowning in the central Mediterranean.

"I may go to prison but I am not really worried because we did nothing wrong," he told EUobserver on Tuesday (27 March) in Brussels.

Canals, along with the captain of the NGO rescue ship, as well as the head of the mission, face 15 year prison sentences and millions of euros in fines for their actions, according to the NGO.

The chief prosecutor of Catania, Carmelo Zuccaro, has accused them of trafficking for having refused to hand people rescued over to the Libyans, according to EUobserver.

The Spanish boat had plucked the people, including children, some 73 nautical miles off the Libyan coast, well outside Libyan territorial waters, after receiving a rescue distress signal from the Maritime Rescue Coordination Centre (MRCC) in Rome.

Police teams sent to arrest Khadim Rizvi, others
[DAWN] Police teams have left for different cities and towns of Punjab

on an apparently impossible mission to arrest Tehrik-e-Labbaik Ya Rasool Allah leaders and activists nominated in separate cases in connection with the Faizabad sit-in of last year.

As many as 28 cases have been registered against Khadim Hussain Rizvi and 480 other leaders and activists of the religious group in the cop shoppes of Industrial Area, Kural, Khanna and Aabara in Islamabad.

The trial courts, including the anti-terrorism court of Islamabad, have issued non-bailable warrants for the arrest of the nominated people in 21 of the cases.

A senior police officer told Dawn that SSP Najeebur Rehman had constituted an eight-member team under the supervision of a deputy superintendent of the police for execution of the warrants, including arrest of the accused.

The nominated people wanted by the police are living in over 30 cities and towns, including Lahore, Pindighep, Gujranwala and Rawalpindi. The officer said separate teams had left for the areas to execute the warrants.

When contacted, SSP Najeebur Rehman said after issuance of the arrest warrants legal procedure had been started.

In a statement, Wanas al-Jabbara, commander of the 88th brigade of al-Hashd al-Shaabi (Popular Mobilization Forces) said "during wide-scale operations by out troops, a mass grave containing several victims was found in al-Fatha region."

The bodies, according to Jabbara, "maintained some of its features due to the low temperatures. Beards and heavy hair of the victims can be distinguished. It seems that most of them are Iraqi nationals."

"Fatha region has been uninhabited since August 2014," he said, adding that weapons and boom belts were found along with bodies. "Apparently, they were killed during liberation offensives in Hawija."

Turkish PM rules out military offensives against PKK fighters without Iraqi approval
Baghdad (Iraqinews.com) ‐ Ottoman Turkish Prime Minister Binali Yildirim has stressed that his country has no plan to carry out any military operation against Kurdistan Workers’ Party (PKK) fighters in Iraq without obtaining the approval of the Iraqi government first.

Yildirim made the remakes in a phone call with his Iraqi counterpart Haider al-Abadi, the latter’s media office said in a statement, a copy of which was obtained by Alghad Press Tuesday.

plans to strike Iraqi cities to hunt for PKK elements, stressing that the approval of the federal government in Iraq is necessary to carry out military operations.

Yildirim also praised "Abadi’s positive decisions to open Erbil and Sulaymaniyah airports in the Kurdistan region and to pay salaries of the Kurdish people."

Abadi, meanwhile, stressed that Iraq will not allow any party to attack Turkey from Iraqi territories.

"Iraqi security forces are now assuming control of all Iraqi cities," he said, revealing that he gave directives to Iraqi troops to tighten their grip on Iraqi borders to prevent any foreign troops from infiltrating into Iraq.

The two premiers also discussed issues of mutual concern, as well as means of boosting bilateral cooperation in the fields of economy, electricity and trade.
