The president toured parts of the city that were burned to the ground in last week’s violent mostly peaceful protests that turned into riots. Dozens of buildings were burned, as were hundreds of cars. There were also assaults. And there was a shooting that left two people dead and a third person maimed.
The president said a surge of National Guard troops finally brought the chaos to an end.
"The National Guard has been really amazing," Trump said, adding "things began to change" the minute the troops arrived.
Just who sent the troops continues to be a point of contention in Kenosha.
Wisconsin Gov. Tony Evers has insisted that he deployed the Wisconsin National Guard and that he, not Trump, asked for out-of-state guard units to come to Kenosha as well.
The president on Tuesday said he offered Evers help, but the governor initially refused.
"I wish the governor would have accepted night one as opposed to night three," the president said. But Trump did thank Evers for accepting the help when he did.
When Kenosha leaders last week first asked for 500 National Guard Troops, the governor sent 125. After three nights of violence, local leaders asked for 1,500 troops, and the governor sent 500.
Trump that day offered 2,000 troops. That’s when Gov. asked out-of-state troops to come to Kenosha.
The protests and riots began after the Aug. 22 shooting of 29-year-old Jacob Blake in the back by a Kenosha police officer. Blake, who had an active warrant out for his arrest at the time, was seen on video fighting off officers and moving to get into his car when the officer shot him. Kenosha police said he was armed with a knife. His attorney refuted that.

Finally, some good news.

"I think it was planned, I think they were looking for someone to hurt," Pappas said.
"I think they were looking for someone just like us, who was down there, unprotected — who didn’t go and bring guns because we didn’t have the intention to kill people," he said.
"Jay’s dead because he believes something different than them," he said, insisting his 39-year-old friend was "not a racist" or xenophobe.
"He’s an independent man. And he’s a good man. And he didn’t do anything to earn a bullet in the chest," he said.
Pappas urged Trump to "send troops" to stop the rioters. Asked when they should come, he said, "90 days ago."
"If we don’t get a handle on this, more people are going to die. Anybody who’s read a history book will tell you that," he said.
"This is long past the point of a civil conversation."

They are a crowd, there being no recognizable units, of renegades and are 'due' at best minimal treatment. At the end of WWII there was a modest but pointed issue with non-uniformed men under arms trying to do mean things to Allied occupying forces.
The solution was along the lines of '1st Sgt, get a detail of the sick lame and lazy and make sure their weapons are loaded. Get that new Lt into town to round up 5 respectable citizens and some kind of holy man, then get these jokers some shovels and get them to digging. Oh, and find a stout wall.'

The soldiers of the South were treated as POWs in the insurrection. Uniforms were anything but at times. By your first sentence, the Crown could have considered all those 'rebels' the same. Numerous 'exchanges' were made by both parties in both confrontations and treated the others as POWs in both cases.

IIRC, under the Geneva Convention, the prisoners at Gitmo are illegal combatants. They can be given a courtmartial, and, if found guilty, can be executed.

Confederate soldiers were treated as POW's, mostly...see Custer in Northern Virginia vs Col Mosby whom he briefly considered a renegade. Also you might consider the guerilla actions in MO/KS, whose ugly legacy reverberates to this day.
