US offers reward for Shabaab militant over Kenya attack
[AlAhram] The United States on Thursday offered a $10 million reward to find a leader of Somalia's al-Shabaab
...... the personification of Somali state failure...
Death Eaters over a 2020 attack on an air base in Kenya that killed three Americans.

The State Department said it would offer the reward for information leading to the arrest and conviction in any country of Maalim Ayman, leader of the al-Shabaab unit Jaish Ayman.

"Ayman was responsible for preparing the January 2020 attack," a State Department statement said.

Al-Shabaab, the Somali movement designated a terrorist group by Washington since 2008, grabbed credit for the attack at the Manda Bay Airfield on Kenya's northern coast.

Authorities say the Jaish Ayman unit carried out the pre-dawn raid, which killed two US military service members and a US defense contractor and destroyed several aircraft.

The United States has worked closely both with Kenya and the fragile government in Mogadishu to counter al-Shabaab, which has lost ground inside Somalia in recent months under pressure from an African Union
...a union consisting of 53 African states, most run by dictators of one flavor or another. The only all-African state not in the AU is Morocco. Established in 2002, the AU is the successor to the Organisation of African Unity (OAU), which was even less successful...
force and US air strikes.

A study last year by George Washington University's Program on Extremism said that Jaish Ayman was formed by al-Shabaab in an effort to penetrate into Kenya.

The unit, which has exercised growing autonomy, includes foreigners, dual nationals and Kenyans both of Somali and non-Somali descent, it said.

Saudi-led Coalition Accuses UAE of Supporting ISIS in Yemen
by Emad Almarshahi

An official in the government loyal to Saudi-led coalition confirmed on Wednesday that the UAE has started moving the “ISIS” organization, in conjunction with arrangements for the so-called “fight against terrorism” after days of signing a formal agreement with pro-coalition ministry of defense.

Anis Mansour, an advisor at Yemeni embassy in Riyadh, said in a post on his social media that Emirati weapons had reached the group’s strongholds in Abyan, Shabwah, Seiyun and even Yafa.

The UAE handed over the “fight against terrorism” file to Mohsen al-Wali, who was serving as deputy governor of the so-called Yafa Emirate led by al-Mirfadi.

Al-Wali launched a recruitment of 6 brigades from Abyan under the name of “combating terrorism”, through which he aims to control the strongholds of his opponents in the central regions of Abyan.

The UAE’s move to ISIS comes in light of the escalating differences with Saudi Arabia, which move al-Qaeda, and this was highlighted by the escalation of bomb attacks against the UAE-backed Southern transitional Council (STC)’s convoys in Abyan during an attempt to strengthen its forces in Hadhramaut and Shabwah provinces.

The UAE is exploiting the conflicts between al-Qaeda and ISIS to achieve its agenda in Yemen, most notably weakening Saudi Arabia and justifying a long-term presence in this strategic resource-rich region.

ISIS might be a striking hand for the UAE against al-Qaeda and other parties opposing it, especially in light of the disparity in armaments, especially after the STC militia proved its failure to control the most important strongholds of the organization in Abyan.

#1  Wikipedia has worked out great. Free propaganda material where before weird people would come to your house and try to sell you sets of propaganda in book form. In the before condition, Gramma might inflict a dictionary on you as a Christmas present where you could reference a static definition until you hollowed out the gift into a stash. Now you can reference a dynamic definition that activists alter for everyone on an immediate basis until they tick off the Saudi government.

The Grand Turk
Turkish court suspends funding for pro-Kurdish party over alleged ties to terrorism

A top Turkish court on Thursday suspended funding for the main pro-Kurdish party over its alleged ties to terrorism.

The court decision deprives the Peoples’ Democratic Party (HDP) – parliament’s second-largest opposition group - of a key source of revenue heading into a general election due by June.

President Recep Tayyip Erdogan accuses the party of being the political wing of banned militants who have been waging a decades-long insurgency against the Turkish state.

The HDP denies formal links to the fighters and accuses the government of targeting the party because of its strong opposition to Erdogan.

The HDP’s future could play a major role in deciding Erdogan’s success in parliamentary and presidential elections now posing one of the stiffest challenges of his two-decade rule.

Turkey’s constitutional court is hearing a prosecutor’s request to ban the party before the vote.

Chief prosecutor Bekir Sahin is due to argue his case in court on Tuesday.

The court will then have the option of either dissolving the party or banning some of its members if it rules against the HDP.

Turkish media reports say the party was due to receive 539 million liras ($29 million) in treasury funding this year.

An HDP party spokesman told AFP that the party’s only other source of revenue is donations from supporters.

The spokesman could not immediately say what percentage of the party’s funding comes from the state.

US, Turkey sanction four people who allegedly provided funds to Islamic State
[IsraelTimes] Announcement signals counterterrorism cooperation between the two countries amid tensions over Erdogan’s threat to launch an offensive against the Syrian Kurds

The US said Thursday it has worked with The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire...
to impose sanctions on four people and two firms that it says provided financial support to the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
group.

The announcement signaled counterterrorism cooperation between the two countries at a time of tensions over efforts to fight Islamic State.

Ottoman Turkish President Tayyip Erdogan has threatened an offensive into Syria against Kurdish bandidos turbans he has blamed for a deadly November 13 bombing in Istanbul, which has alarmed US officials. Kurdish groups have been allied with the US in the fight against Islamic State group and have warned that a Ottoman Turkish escalation would threaten anti-IS efforts.

In its announcement Thursday, Treasury’s Office of Foreign Assets Control said it was imposing sanctions on an Iraqi national living in Turkey, Abd Al Hamid Salim Ibrahim Ismail Brukan al-Khatuni, his sons and the Ottoman Turkish money service firm where they all worked. They are accused of facilitating financial transfers to and from Iraq and Syria for the benefit of the Islamic State.

Another individual, Lu’ay Jasim Hammadi al-Juburi, an Islamic State financial administration official also living in Turkey, was accused of using the firm Sham Express, a company founded in 2020 by Brukan al-Khatuni, to transfer funds to the Islamic State.

Thursday’s sanctions freeze and block any potential transactions with US entities and prevent Americans from doing business with them.

The State Department noted that Turkey is concurrently freezing the assets of those targeted by the US sanctions.

Brian Nelson, the Treasury’s Under Secretary for Terrorism and Financial Intelligence said Thursday’s actions reaffirm "Treasury’s commitment to degrade ISIS’s ability to operate globally."

The actions come after two November rounds of sanctions were imposed on people and firms in Africa who it says have provided financial or material support to Islamic State.

The Islamic State group is also known as the Islamic State of Iraq and Syria, or ISIS.

In November, Defense Department officials warned that they were "deeply concerned" about escalating IS activities in Iraq, Syria and Turkey. "This escalation threatens the Global Coalition to Defeat ISIS’s years-long progress to degrade and defeat ISIS," said Pentagon Press Secretary Brig Gen Patrick Ryder.

They included an Iraqi national living illegally in Turkey, Brukan al-Khatuni, his two sons and an associate, and two businesses they used to transfer money on behalf of the ISIS, also known as ISIS, between Turkey, Iraq and Syria, the Treasury Department said in a statement.

The head of the network targeted on Thursday, Brukan al-Khatuni, helped with foreign financing for the group in Iraq before moving to Turkey in 2016, where he helped transfer funds from Gulf-based donors and handled millions of dollars for the group, according to the Treasury Department.

US provides $60m in 2022 for Afghan refugees in Pakistan
[Dawn] The US has so far provided more than $273 million in humanitarian assistance for Afghan refugees in Pakistain and its host communities. In the fiscal year 2022, the US provided nearly $60 million in assistance to the Afghan refugees and Pak host communities.

Speaking at a ceremony in Islamabad on Thursday, US Ambassador Donald Blome said: "The United States is grateful to Pakistain for generously hosting Afghan refugees for more than four decades, and we are proud to continue our support for this worthwhile cause."

The US assistance is increasing school enrollment for Afghan and Pak children in KP and Balochistan
...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...
, improving Pak healthcare services and boosting nutrition programmes in areas hosting Afghans, promoting livelihood activities for refugees and host communities, improving water, sanitation, and hygiene infrastructure, and supporting recovery from the health and economic effects of the Covid-19 pandemic.

Israel-Palestine-Jordan
Israel to build wall along Gaza border highway to foil anti-tank missile attacks
[IsraelTimes] Construction of barrier, running alongside 4.6 kilometers of Route 34 and some parts of Route 232 that are exposed to Strip, to be completed by the summer

The Transportation Ministry, Defense Ministry, and military engineering units are set to begin construction on a wall along a main highway and another route near the border with the Gazoo
...Hellhole adjunct to Israel and Egypt's Sinai Peninsula, inhabited by Gazooks. The place was acquired in the wake of the 1967 War and then presented to Paleostinian control in 2006 by Ariel Sharon, who had entered his dotage. It is currently ruled with an iron fist by Hamaswith about the living conditions you'd expect. It periodically attacks the Hated Zionist Entity whenever Iran needs a ruckus created or the hard boyz get bored, getting thumped by the IDF in return. The ruling turbans then wave the bloody shirt and holler loudly about oppression and disproportionate response...
Strip, to obscure potential targets from anti-tank missiles fired by terror groups.

On Wednesday, officials held a ceremony near the Route 34 highway, where the construction work is set to begin in the coming months.

The plan includes erecting a tall wall along 4.6 kilometers (2.9 miles) of the highway that runs between the city of Sderot and Kibbutz Yad Mordechai, north of the Gaza Strip, as well as some parts of Route 232, which runs along the whole border.

A statement from the Israel Defense Forces on Thursday said cycling lanes would also be built along the wall.

The construction work is set to be completed in the summer, the IDF said.

The estimated cost of the project was unclear, but in 2019 a similar plan that had apparently been delayed was reported to have a budget of NIS 100 million ($28 million).

In 2019, Moshe Feder, 68, was killed when a Kornet anti-tank guided missile slammed into his car as he was driving on Route 34. The Hamas, one of the armed feet of the Moslem Brüderbund millipede, terror group grabbed credit for the attack.

The IDF later said it had failed to recognize the risks posed to Israeli drivers on the road, north of the Gaza Strip.

In response to that attack, some temporary solutions were built along Route 34 to protect drivers, including a small concrete wall and a 900-meter-long earth embankment. Trees were also planted in the area to obscure the highway from turbans in the Gaza Strip.

Since then, during security escalations, the military has shuttered roads along the Gaza border that are exposed to missile and sniper fire. Such precautions largely placed residents of the border communities under a lockdown.

The new project aims to better protect Israeli motorists and enable civilians to still move around during periods of heightened tensions.

While Hamas and other terror groups have long had Kornet missiles in their arsenals, the weapon’s high price tag means they are typically used against high- profile military targets, not against civilians.

During an 11-day war between Israel and Hamas in May 2021, several anti-tank guided missiles were launched at Israeli military and civilian targets exposed to the border, but not on the highway itself.

Hamas, which seeks to destroy Israel, seized control of Gaza from the Paleostinian Authority in 2007 in a violent mostly peaceful coup, and is the de facto ruler of the territory.

Iran orders investigation into claims that inmates raped in jails
The problem is decades old. Why fuss about it now?
[IsraelTimes] Iran’s judiciary says a bigwig has ordered an inquiry into allegations denied by the authorities of rape and sexual assault of inmates in the Islamic Theocratic Republic’s jails.

"Vice president of the judicial authority for international affairs and secretary of the High Council for Human Rights, Kazem Gharibabdi, has asked the country’s prosecutor general to carry out a thorough investigation into the allegations of sexual assault and rape of some inmates," the judiciary’s Mizan Online news website reports.

"Given the very negative effect of these claims, please carefully study and address these accusations, whether raised inside the country or outside of it," Gharibabdi writes in a letter to prosecutor general Mohammad Jafar Montazeri quoted by Mizan.

"Before anything else, proof must be sought from the people expressing these claims," he says, calling on Montazeri to bring to justice "the perpetrators or those making such allegations, depending on the result of the investigation."

Russia refuses to discuss in the UN Security Council OPCW reports on Syria 'carbon copy'
Direct Translation via Google Translate. Edited.
[RIA Novosti] Russia's first deputy permanent representative to the UN, Dmitry Polyansky, refused to discuss in the Security Council the OPCW's carbon copy reports on the Syrian chemical dossier.

Before Polyansky's speech at the meeting, an employee of the office of the UN High Representative for Disarmament, referring to the OPCW reports, once again stated that the organization had not received the requested information from Syria.

“It is a pity that we are starting the new working year with another meeting on the Syrian chemical dossier, which has already become boring due to the complete lack of added value. We, like other members of the Council, have repeatedly said that this topic should be discussed in the Security Council every month for show in there is no point in catering to the internal political objectives of a number of Western states," the Russian diplomat stressed.

According to him, the head of the OPCW, Fernando Arias, constantly invents far-fetched pretexts for not being present at the Council for a briefing, getting off every month with "carbon copy written reports." All this undermines the authority of the Security Council, Polyansky added.

“We urge to show respect for the time of the members of the Security Council and finally optimize the schedule of such meetings. Until this is done, we see no point in entering into a discussion on the merits of the issue,” the deputy representative summed up.

The diplomat has previously noted that it is not Damascus that is to blame for the lack of development of the situation on the ground, but the OPCW's Technical Secretariat, which stubbornly refuses to "straighten the biased anti-Syrian line." Polyansky also noted that in each new report, the same type of clichés and politicized accusations against the Syrian authorities continue to be replicated.

Moscow has repeatedly called on the head of the OPCW, Fernando Arias, to make a report to the Security Council in order to ask him questions. In addition, Russia expressed bewilderment due to the fact that the general director of the organization himself had never been to Syria, while heading the Technical Secretariat.

Russia and the Syrian authorities have repeatedly accused the OPCW of biased investigations of incidents on the territory of the republic and questioned the conclusions made by the Technical Secretariat. Damascus stated that they had never used chemical weapons against civilians and terrorists, and the entire chemical arsenal of the country was removed from its territory under the control of the OPCW.
