This one is hard to figure. You have the Toubou of the Borkou-Ennedi-Tibesti of the north; the Zaghawa and mixed Arab-African tribes of the center; and you have the African tribals in the south. The move earned swift praise from the United States and Israel and on Thursday it was hailed by Saudi Arabia.
