Displaced Families Transferred From Kabul
[ToloNews] More than 2,500 displaced families were transferred from Kabul back to their home-provinces, the Ministry of Refugees and Repatriation said on Thursday.

The head of the Kabul refugee department, Abdul Matin Rahimzai, said that the evacuation process would continue.

"We have evacuated 2,500 displaced families from Kabul. Today we are evacuating 450 families from Kunduz and some of the other provinces," he added.

The UN said earlier that many of these families were incapable of going back to their home areas due to financial problems.

"We and around 75 families were displaced from Ghor to Shahar-e-Naw camp. We haven’t received any aid from any organization," said Ghulam Jailani, a displaced person.

Thousands of displaced families are struggling with severe challenges in the capital city of Kabul.

"We haven’t seen anything good but cold weather, exhaustion and poverty," said Abdul Samad, a displaced person.

According to the UN Office for the Coordination of Humanitarian Affairs (UNOCHA), nearly 700,000 people were displaced between January and September 2021.

SIGAR Study of 60 Afghan Projects Shows 91% Waste
[ToloNews] The Special Inspector General for Afghanistan Reconstruction (SIGAR) says that 91 percent of aid provided to 60 audited projects had been wasted or misallocated.

"In 2021, SIGAR audited a sample of 60 US infrastructure projects in Afghanistan, and it found that $723.8 million, or 91 percent, had gone toward assets that were unused or abandoned, were not used as intended, had deteriorated, were destroyed, or some combination of the above," SIGAR said in a recent report.

Economic experts said administrative corruption in the former government was the main reason for the waste of foreign countries’ investment in Afghanistan.

SIGAR said that the reconstruction projects were not properly completed.

"The projects supported by the international community’s aid were not completed properly. The projects were involved in corruption and these projects didn’t add to any permanent infrastructure," said Sayed Hakim Kamal, a political analyst. "The contracts for these projects were a mistake."

SIGAR has previously expressed concerns over the existence of high-level of corruption in the former Afghan government’s institutions.

#8  I knew an oil speculator fella years ago. He raised money for drilling expenses by selling 10% interest certificates. Problem was, he'd sell 25 to 30 certificates for each well. The certificates were usually verbal (a tax avoidance technique). Dry holes were his specialty.

Rasoul Mousavi, general director of the Iranian foreign ministry’s west Asia department, said on Thursday in a meeting that the Taliban in their unofficial meetings with Iranian officials have recognized the 1973 treaty.

Mousavi has also said the recent developments in Afghanistan (Taliban) could turn into a strategic threat against Iran’s national interests unless changes happens in the government.

"If the Taliban government with the current thought and format gets established in Afghanistan, it definitely will be a strategic threat against our country’s national interests. There is no doubt about it," he said.

Although the Islamic Emirate has not rejected or confirmed the remarks of the Iranian official, they have sparked reactions among the people and analysts.

Attaullah Afghan, the former head of the Helmand provincial council, said the level of water has lowered in Helmand River, and said that the river’s water flow into Iran should not be allowed.

"Iran’s request for water is not accepted to the Helmand people because they themselves face a water shortage," he said.

"The Iranians want Afghanistan's water to not be managed properly," said Hamid Mujadadi, a university lecturer.

Tariq Farhadi, a political analyst, said Mousavi’s remarks are not valid because Iran has not recognized the Islamic Emirate and they cannot reaffirm such treaties. "Remarks of the Iranian official are completely baseless. When has the Taliban signed it? When they were not in power? So that signature is not valid. If they signed after coming to power, Iran has not recognized their government," he said.

Ghani had said he will give water to the neighboring countries in exchange for oil, but will not give it away for free.

How an Arabic to Malayalam book on Jihad led to Islamic fanaticism in Kerala

They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
In the year 2018, the National Investigation Agency had produced a copy of the Book of Jihad in a special court after scores of Kerala Moslems left the state to join the ISIS in Afghanistan. The NIA claimed that a member of this module, Abdul Rashid had used quotes extensively from this book. It was further stated that it was these discourses that convinced many to join the ISIS as they were told that Jihad is an obligation for the Islamic faithful.

The book was little known in Kerala although the Arabic version was available for centuries. However it was the ISIS sympathisers who began publishing this book in Malayalam. They called it Vijayathinte Vaathil Vaalinte Thanalil or the Door to Success, the shade of the sword.

While the book was not available in print, it was circulated among many Moslems in the form of a 344 PDF. It has 33 chapters and it speaks about the important of breeding horses to wage Jihad. Seen as a full handbook on Jihad, the book also speaks of the punishment to be given to cowards who fail to wage a holy war.

The Kerala police had recently asked the state government to ban the circulation of this book. The police said that the book inspires youngsters with a strong religious inclination in joining terrorist organizations. The state has formed a three member committee to examine the content.

Kerala's tryst with Jihad is a well known fact. The recruiters and sympathisers have relied heavily on Arabic material to push forward their cause and recruit people into terror groups. Further the state has also witnessed a heavy Wahhabi presence, which has only added to the problem. Money has been pumped into the state in huge numbers and these have been used extensively to further the cause of Jihad.

The original book was written in Arabic by a religious scholar Imam Abu Ahmad Ibnu Ibrahim Muhammad al Dimashqi al Dumyati also known as Ibn Nuhaas. He was killed by the Romans in 1411. However in the late 20th century the book was resurrected by an Egyptian author Sayyid Quote. Since then many who read the book have termed it as the best inspiration to wage Jihad.

Officials tell OneIndia that the Kerala police had rightfully asked for a ban on the book. In Kerala it has been a free run for the Islamist fundamentalists, the official further notes.

The NIA had found that several Jihadist organization had mushroomed over the years in the state and were recruiting people to radicalise them and prepare them for Jihad. It was also found that these youth were being taught the principles of Wahhabism.

In Kerala welcoming the Wahhabis for years together dealt a blow to internal security. In Kerala there was a steady flow of funds to the tune of Rs 1,700 crore from the Gulf nations specifically to promote Wahhabi activities in the state.

Many in Kerala have welcomed with open arms the Wahhabi style of preaching and this has let them take control over several Mosques in the state.

[DAILYTIMES.PK] The National Security Committee (NSC) on Friday resolved not to tolerate any further breach of law by the members of Tehrik-e-Labaik Pakistain (TLP), as all the state organs stood ready to act as per law to protect the life and property of citizens.

, who chaired the 35th meeting of the NSC, also stressed that no group or entity would be allowed to cause public disruption or use violence to pressure the government. Taking serious note of the unprovoked violent mostly peaceful attacks committed by TLP members, the committee members were unanimous that TLP was deliberately employing violence against public property, state officials, and ordinary citizens to create instability in the country and that "this shall not be tolerated."

The committee members emphasized that the government recognized the right of peaceful protest of all Paks. The meeting was attended by relevant federal cabinet members, National Security Adviser, Chairman Joint Chiefs of Staff Committee, all three services chiefs, DGs of ISI, IB, and FIA, and senior civil and military officers.

The NSC received a detailed briefing on the country’s internal security situation and the ongoing agitation by the Tehrik-e-Labaik Pakistain (TLP). The prime minister stressed that no group or entity would be allowed to cause public disruption or use violence to pressure the government. The committee praised the police for their professionalism and restraint despite being directly targeted and suffering casualties, including four deaders and over four hundred injured, but warned that the "state’s restraint should not be seen as a sign of weakness."

The prime minister and committee members expressed condolences at the loss of life of coppers and committed to compensating and looking after their families. Commending the exceptional performance of the law enforcement agencies, the prime minister assured that the government would firmly stand behind them as they acted to enforce the law and protect the public. The NSC took notice that no previous government or prime minister had taken such an unequivocal, public international stance on the issue of Namoos-e-Risalat and Islamophobia.

TLP has crossed the red line: Moeed Yusuf
[DAILYTIMES.PK] State’s patience is already running out amid the protests by banned Tehrik-e-Labbaik Pakistain (TLP). On Thursday, National Security Adviser (NSA) Moeed Yusuf said that the banned outfit has crossed a red line.The NSA warned the TLP to be mindful of the fact that there will be "no armed militias of any sort in our country".

The statement from the top security adviser came as the protesters created chaos in Punjab’s cities. Also, the government is holding talks with their imprisoned leader Saad Hussain Rizvi.

Yusuf took to Twitter to condemn and warn the TLP protestors for orchestrating extreme violence against the coppers during their protest march.

He clarified that for all the individuals and groups who think they could challenge the writ of the Pak state, "do not test the proposition". "As the basic principle of national security, the state will never shy away from protecting each and every citizen from any form of violence," he underscored.

The NSA said that the proscribed organization’s protestors had martyred coppers, destroyed public property, and continued to cause massive public disruption.

He warned that the law would take its course for each one of them adding: "and the outlaws will be treated like forces of Evil with no leniency".

group (ISIS) or were acquitted, continue to be punished as they are stuck in limbo in the Kurdistan Region, Human Rights Watch stated on Thursday. The Kurdistan Regional Government (KRG) said the men are not forced to stay, but do not leave because of unfavourable conditions in their home areas.

"The men are currently stuck in a camp in the Kurdistan region, after being released from prison between 2018 and 2020. Security forces are not allowing them to leave the camp to live elsewhere in the Kurdistan region, and they fear for their lives if they were to return home," Human Rights Watch stated.

"These men, most of them boys back when ISIS was in control of their areas, have been and continue to be punished, even though many were victims as child soldiers," said Belkis Wille, senior crisis and conflict researcher at Human Rights Watch. "After years of suffering they are still in limbo with no hope for the future."

Erbil and Baghdad have detained thousands of ISIS suspects.

According to Dinar Zebari, KRG’s coordinator for international advocacy, 398 ISIS detainees have been tried and sentenced in the Kurdistan Region and 48 were found not guilty and released. The KRG has also handed over 853 ISIS suspects to Iraqi courts.

Human Rights Watch said the state of limbo for the men who were released in the Kurdistan Region "stems from a lack of coordination and recognition between the separate judicial systems of the Kurdistan Regional Government and Iraq’s Baghdad government, as well as the near-total impunity with which gangs operating in the men’s home communities arbitrarily detain and even kill those suspected of ISIS affiliation."

Earlier this year, a Shiite militia commander called for the forced displacement of civilians from Sunni areas north of Baghdad and in Diyala province to cut off local support for ISIS in these regions that have been a hotbed of terror activity.

Many displaced Sunnis are reluctant to return to their homes because of continuing violence, lack of reconstruction, little in the way of basic services, and accusations that they support ISIS. Some who voluntarily left the camps to salvage their homes and livelihoods have been forced to return to the camps, unable to piece together the basics.

Zebari said that the KRG does not force anyone to stay. "It's worth noting that while the majority of displaced people want to return to their original and liberated places, majority of these displaced people are currently unable to do so due to a lack of adequate conditions, such as basic life services, job opportunities, and security," he said in an email to Rudaw English on Thursday evening.

"No acquitted ISIS [ISIS] turban has been forced to dwell inside the Kurdistan Region camps," he added. "The regional government supports a voluntary and dignified return of these individuals without them serving a second sentence, passing through cumbersome investigations, or being a target of social criticisms in their places of origin."

[JPost] The Iranian hacker group "Black Shadow" announced that it had hacked and shut down the servers of the Israeli Internet company Cyberserve, Israeli media reported early Saturday morning.

The group, which is responsible for the attack on Israeli insurance firm Shirbit and the financing company KLS, stated in their announcement that they has released information about the company's customers - including the transportation company "Dan."

Philippines: Polls in Autonomous Muslim Region Postponed till 2025
[BenarNews] Philippine leader Rodrigo Duterte has signed a law postponing parliamentary elections in an autonomous Moslem region currently governed by former separatist rebels in the south, his office said Friday.

Voters in the Bangsamoro Autonomous Region of Moslem Mindanao (BARMM) were set to elect their first government next year, but the head of the transitional authority in the region had requested more time to complete reforms that he said were needed before the polls.

The polls "shall be held and synchronized with the 2025 national elections," said the amended version of the law that Duterte signed on Thursday.

Ahod Balawag Ebrahim, who heads the former separatist Moro Islamic Liberation Front (MILF) and the transitional authority in BARMM had pushed strongly for the postponement of the polls.

Known widely as Murad Ebrahim, the leader had said that the COVID-19 pandemic had disrupted efforts by the transitional authority to complete foundational work in time for the regional polls originally expected in 2022.

"Initially, we wanted six years [of transition] but the Moro Islamic Liberation Front had agreed to a compromise of three years. However,
a good lie finds more believers than a bad truth...
we see that time as very short," Murad told BenarNews last December.

He was referring to negotiations that ended the front’s decades-long armed separatist campaign and led to the creation BARMM.

"The extension for three more years gives us a better chance for healing, for rebuilding, and for setting the future of the Bangsamoro," Murad had said at the time.

MILF used to be the largest of guerrilla organizations fighting for a separate Moslem state in the mainly Catholic Philippines since 1978. In 2014, it signed a Comprehensive Agreement on the Bangsamoro (CAB) with the government after 17 years of conflict and negotiations in Mindanao.

The front settled for expanded autonomy and agreed that its members would turn in their weapons. In February 2019, these former guerrillas, led by Murad, formally assumed leadership of the autonomous Moslem region.

‘ABSENCE OF AN ELECTORAL FRAMEWORK’
Postponing the vote is tantamount to extending the term of the region’s caretaker government, the Bangsamoro Transition Authority, Georgi Engelbrecht, senior analyst, Philippines, said on Friday.ñ

"’[T]he former rebels running the interim government had to put aside their institution-building in order to spearhead relief operations in the region while dealing with periodic lockdowns and steering a less operational Bangsamoro Parliament," the International Crisis Group’s expert said in an ICG Q&A.

"Another part of the rationale for extending the transition was the absence of an electoral framework to guide parliamentary polls in the new autonomous region."

According to Engelbrecht, the interim government was responsible for designing the framework, or electoral code, but at present, only a draft code exists.

Engelbrecht noted that some observers alleged that MILF might have had an interest in extending the transition period because it meant the group would have another three years before facing voters for the first time.

"While that is difficult to corroborate, the fact remains that electing 80 parliamentarians without clear guidelines would have proven challenging," the ICG expert said.

"Iran’s proliferation of UAVs [unmanned aerial vehicles] across the region threatens international peace and stability. Iran and its proxy bandidos Lions of Islam have used UAVs to attack U.S. forces, our partners, and international shipping," said Deputy Secretary of the Treasury Wally Adeyemo.

The Treasury sanctioned companies and individuals it said supported the Islamic Revolutionary Guard Corps (IRGC) drone programs and designated Saeed Aghajani who commands the IRGC’s drone force.

US interests in Iraq and Syria have come under attack or threat of attack by drones at least 12 times in 2021, most recently at al-Tanf base in southern Syria, according to data compiled by Rudaw English. Iraqi militias with the Popular Mobilization Forces (PMF) backed by Iran are widely blamed. In June, drones were front and centre at a PMF military parade.

The militias demand the withdrawal of American troops from Iraq and stepped up their attacks after the US assassinated Iranian General Qasem Soleimani and PMF commander Abu Mahdi al-Muhandis in Baghdad in January 2020. The US has agreed to pull out its combat troops by the end of the year as it focuses on training and advising Iraqi forces in the fight against the Islamic State

The new sanctions come as Iran is under pressure to return to delayed nuclear talks. Tehran’s top nuclear negotiator this week said Iran would resume talks with six world powers by the end of November. Negotiations were suspended in June to allow for a transition of power after elections in Iran.

Reporting on the announcement of the sanctions, IRGC-linked Tasnim news said the White House was expected to refrain from introducing new measures as a sign of goodwill.

Jamil al-Sayyed Denies U.S. Accusation of Money Smuggling

, was sanctioned Thursday along with two Lebanese businessmen by the U.S. Treasury Department.

The U.S. agency said al-Sayyed sought to skirt informal capital controls imposed by local banks since November 2019, and was aided by a senior government official in transferring over $120 million to overseas investments, presumably to enrich himself and his associates. The statement did not name the government official.

The Treasury Department also said al-Sayyed had contributed to the breakdown of the rule of law in Leb

Speaking during a news conference in Beirut, al-Sayyed denied all the charges, adding that he is ready to go to the United States to be questioned there and defend himself.

"I challenge them to grant me a (U.S.) visa to go. I will go tomorrow and will face them," al-Sayyed said, adding that if the funds were discovered in "any corner of the world ... they can keep me in jail there."

"Who is the senior government official? Since you said he is a senior government official, release his name so that we know who he is. Why didn't you accuse him?" al-Sayyed asked. He also challenged the Treasury Department to say where the money was transferred and invested.

Al-Sayyed said that in June 2020, a group of protesters gathered outside his apartment building, causing a mess and trying to break in. The politician said his pregnant daughter was at home during the incident, and he told the guards "to open fire" if anyone breaks into the apartment. He added that in any country in the world, a person has the right to defend himself if someone tried to break into his home.

Cabinet Sessions Paused until 'Storm Passes'
[An Nahar] Cabinet sessions will not resume any time soon until the political "storm" passes, al-Joumhouria newspaper reported Friday.

Ministerial sources told al-Joumhouria that "we can achieve so many things, if we had a shared vision and a unified national stand."

"But we lack a vision for building a state," the sources added.

Counting on domestic financing is "very risky," the sources went on to say.

"We need foreign currency but we are facing problems with foreign financing."

55-Year-Old Man Triggered Ain al-Remmaneh Clashes

"Minutes later, a group from the demo stopped and started exchanging insults with that person and the matter escalated into a fistfight. Protesters from the demo later entered from Sami al-Solh al-Street into the street leading to Ain al-Remmaneh and I started seeing them smashing cars and burning a cycle of violence. Protesters and individuals from the side of Ain al-Remmaneh then started hurling stones at each other before army troops intervened to separate between the two sides," the witness adds.

Noting that he did not see anyone carrying a gun or a rifle, the witness notes that his balcony was hit by two gunshots and that the first "came from Badaro’s side near the Mersaco company building."

Marasidian for his part tells interrogators that some protesters suddenly stopped and exchanged insults with a number of "LF supporters and Ain al-Remmaneh residents some of whom were carrying sticks."

"The insults were against the LF leader before turning sectarian, after which some protesters entered into the street and started beating up the young men coming from inside Ain al-Remmaneh," Marasidian adds, noting that he was assaulted and that some protesters were carrying handguns on their bodies.

"The group gathered near the Our Lady of Lourdes monument started shouting partisan and sectarian slogans in response to the protesters’ chants, which provoked the protesters who entered into the street and started their attacks," Marasidian went on to say.
