South Sudan vote put in doubt
[Al Jazeera] Sudan has asked the UN to re-open a tender to print ballots for the south's referendum on secession.

Diplomats and the commission planning the vote said on Wednesday that any delay could make it impossible to hold the vote on January 9 as scheduled.

The tender to print ballots closed in mid-November and has now been re-opened till December 5.

"The commission just requested the bidding be reopened for some time to enable Sudanese printing companies to apply if they think they can compete," George Makuer, acting front man for the commission, said.

A bigwig in the commission told Rooters news agency it had taken five weeks to print the registration materials.

The UN has said it needs up to three weeks to distribute voting materials in the south, which has little infrastructure.

"Everyone is in somewhat of a panic about this. It seems we may have lost the January 9 date," one diplomatic source in Khartoum said.

The United Nations, aka the Oyster Bay Chowder and Marching Society would not comment on why it had agreed to reopen the bid, and Sudanese observers said they had warned against the move but had been ignored.

"They now have to move the polling back 10 days," Ali Mohamed, front man for the SuGDE observers, said. "Really this is a political issue."

Mohamed said northern Sudan's ruling National Congress Party and the southern ruling Sudan People's Liberation Movement (SPLM) would need to make a decision on the date.

An extension of one week for the registration has also put pressure on the vote deadline, which the SPLM has said is a red line, since they fear that a significant delay could see violence erupt in the south.

Southern officials said they wanted the voting and registration materials printed in a neutral location outside Sudan to avoid any possibility of manipulation.

Sudan's government printing press was at the centre of a scandal during the April elections, which sparked a boycott by many opposition parties. It won tenders to print ballot papers and registration materials despite not being the cheapest option, which the opposition said opened the door to fraud by the ruling party.

More than 2.1 million people had registered to vote in the south up to Monday, 56 per cent of eligible voters in the region. Registration will close next week.

China arrests hundreds of hackers
[Arab News] China has jugged more than 460 hackers from start of this year to the end of November, but the prospects to prevent future assaults on computer security remain grim, the ministry of public security said.
I'm sure Tom Friedman approves. Keep this in mind in case the day comes when Tom and like-minded people take control here.
The announcement, made late on Monday, came a day after a series of leaked US State Department cables, including one in which an unnamed Chinese contact alleged that China's Politburo directed an intrusion into Google's computer systems, part of a broader coordinated campaign of computer sabotage carried out by Chinese government operatives, private security experts and Internet outlaws.

"The current situation of our crackdown on hacker attacks is still very grim and the number of hacker attacks and sabotage activities in China are still high," an unnamed official said in the statement.

The ministry said it had solved 180 cyber attack cases as of the end of November.

A China foreign ministry official, who declined on Tuesday to comment on the Wikileaks' disclosure of the allegations, called on the United States to "appropriately resolve related issues" concerning the reports. [ID:nLDE6AT09S]. The official did not elaborate.

In early February, China announced that it has closed what it claims to be the largest hacker training website in the country and jugged three of its members, one month after Google Inc threatened to quit the country after a serious hacking attempt originating from China.

China has said repeatedly that it does not condone hacking, which remains a popular hobby in the country with numerous websites offering cheap courses to learn the basics.

The latest tranche of memos, obtained by whistleblower site WikiLeaks and reported by American and British newspapers, also showed that the United States was more concerned than it let on publicly about Pakistain's nuclear arsenal.

General Ashfaq Kayani, chief of Pakistain's powerful military, told the US ambassador during a March 2009 meeting that he "might, however reluctantly," pressure Zardari to resign, according to cable cited by the papers.

Kayani was quoted as saying that he might support Asfandyar Wali Khan, leader of the Awami National League Party, as the new president -- not Zardari's arch-nemesis Nawaz Sharif.

In another cable quoted by both newspapers, US Vice President Joe Foreign Policy Whiz Kid Biden recounted to Britain's then prime minister Gordon Brown a conversation with Zardari last year.

Zardari told him that Kayani and the Inter-Services Intelligence agency "will take me out," according to the cable. The paper said the cables also showed that Zardari has made extensive preparations in case he is killed.

Tensions between Zardari and the army are no secret, and Pakistain often witnesses coup rumors.

After Kayani met in September with Zardari and Prime Minister Yousuf Raza Gilani, the now-exiled Musharraf quipped: "I can assure you they were not discussing the weather."

US behind WikiLeaks disclosures: Munawar
[Geo News] Jamat e Islami Ameer the funny-looking Syed Munawar Hassan has said that the US orchestrated the WikiLeaks disclosures, adding that the purpose of the mass release is to destablise Pakistain.

He was taking to media personnel in Multan Airport. Munawar said that US wanted to hide its defeat in Afghanistan and wished to give new agenda to the people through the mass leaks.

He told that Jamat e Islami will protest on Friday against the possible release of Aasia Bibi, who was convicted for saying blasphemous remarks.

Munawar said that government would not be able to restrain the Jamat e Islami sit-in on December 5 in Islamabad. If democracy exists in the country then the government should welcome the upcoming long march, he added.

Hamid Gull Helps Taliban, al-Qaeda against Nato: Leaks

"I am a very favourite whipping boy of America. They can't imagine the Afghans can win wars on their own," the Financial Times quoted him as saying. "It would be an abiding shame that a 74-year-old general living a retired life manipulating the Mujahedeen in Afghanistan results in the defeat of America."

Gen. Hamid Gull's name appears in about 10 of 180 US diplomatic cables that accuse ISI of supporting Afghan snuffies fighting Nato forces.

Sadrists Expect Big Role in New Iraq Government
[Asharq al-Aswat] The Shiite Sadrist movement was the key bloc that assured Prime Minister Nuri al-Maliki's re-election, and now the fiercely anti-U.S. fundamentalist group wants its cut in return: A bigger role in Iraq's new government. Already, it has gotten bolder on the ground.

One recent day, an intimidating group of Sadrists entered a lingerie store in the movement's Storied Baghdad stronghold of Sadr City and brusquely told its owner to take bras and underwear out of his display window.

"I am not doing anything wrong," the owner lamented to an News Agency that Dare Not be Named news hound after the men left. Still, the owner, who refused to be identified for fear of being targeted, moved the offending items to the back of the shop. Nearby a cafe owner, similarly afraid to be identified, said Sadrists told him to keep teenagers out of his establishment or be shut down for corrupting youth.

imposing their version of Islamic restrictions had waned last year in areas they traditionally controlled, after Iraqi security forces cracked down on the movement's Mahdi Army militia. But now they are increasingly back, emboldened by the movement's success in March 7 elections.

After winning 40 seats in the election, the Sadrists swung their support behind al-Maliki in a surprise move in September that was crucial in propelling him to a second term.

Now the question of how much political power they will receive in return is unnerving Iraqis and Americans alike.

The Sadrists' Mahdi Army militia repeatedly battled with American forces since 2003 and was involved in brutal sectarian violence against Sunnis. In recent years, it has also grown closer to Iran, where the movement's leader al-Sadr is studying -- meaning its presence gives Tehran yet another avenue of influence in Storied Baghdad.

The Sadrist movement is pressing for a bigger presence in the police and military apparatus and could pick up key service ministries like Health, Education or Electricity, which would give them significant patronage powers for their supporters and wide influence over all Iraqis' lives.

American officials say they would reconsider aiding Iraqi forces that are under control of the Sadrists, whose militia repeatedly battled with American forces since 2003 and was involved in brutal sectarian violence. Sadrists consider American forces occupiers, so their presence in the government could also make it impossible for Iraq and the U.S. to negotiate an agreement allowing U.S. troops to stay longer.

In Cabinet negotiations, the Sadrists have been told they would not receive the crucial posts of defense minister or interior minister, who heads the police forces, said an Iraqi politician who spoke on condition of anonymity because of the sensitivity of the government formation talks.

But senior Sadrist politician Hakim al-Zamili said there is no red line against the Sadrists taking any ministries. He told the AP that his bloc was pushing for a post of deputy prime minister in charge of security affairs.

"The security file is very complicated and needs cleansing and special care," he said. The Sadrists have spoken of the need to shake up the security forces, raising fears they would want to push out some Sunni officers and install their own loyalists.

Al-Zamili was deputy health minister when the ministry was held by the Sadrists in a previous government. He was one of two former government officials accused of allowing Shiite death squads to use ambulances and government hospitals to carry out kidnappings and killings. The charges against the two were dropped, and al-Zamili denies any wrongdoing.

Iraqi political analyst Hadi Jalo said the Sadrists will try to push officers loyal to them into the medium ranks of security bodies where they could flout the rule of law with little or no oversight. But they realize the difficulty in getting top-ranking security positions since al-Maliki needs to maintain an agreeable relationship with the Americans, whose forces continue to help and train Iraqi troops.

The Sadrists are already reaping some benefits from their political status -- including, it seems, the release of jugged members, one of their demands.

The number of Sadrists held in Iraqi prisons has fallen to 1,500, down from 3,000 five months ago, according to an Interior Ministry official. The official reason for the releases was lack of evidence, but the official said he believed the timing is part of al-Maliki's appeasement to the Sadrists. The official spoke on condition of anonymity because he was not authorized to talk to the media.

Sadrist front man Ameer Taher al-Kinani denied any deal, saying the prisoners had been held by the U.S. military without arrest warrants and were freed once handed over to Iraqi authorities.

The partnership between Sadrists and al-Maliki is surprising since the two had been enemies since 2008 when the prime minister launched an offensive crushing the Mahdi Army in Storied Baghdad's Sadr City district and the southern city of Basra. It took a deal brokered by Iran to bring the two sides to detente.

Now, the Sadrists seem to be feeling freer to re-impose their will in their strongholds.

In Basra, students say women at the University of Basra have been banned from wearing makeup, and mobile phone ringtones that aren't religious are frowned upon. Students trying to join the university's music department were threatened and eventually classes were canceled, according to professors.

As part of the deal with al-Maliki, the Sadrists may pick up two governor's positions in the provinces of Dhi Qar and Maysan in the Shiite south, according to provincial officials there who spoke on condition of anonymity because of the sensitivity of the situation.

This would give Sadrists control of two oil-producing provinces also known as smuggling routes for weapons from Iran.

Thai Police: Fake Passport Int'l Crime Ring Busted

Three suspects arrested in Thailand on alleged terror ties have confessed to making counterfeit passports and other documents, the Thai news agency reported Thursday.

The two Pakistani men and a Thai woman were part of a transnational crime syndicate that included Spain, the news agency said.

Authorities said the three allegedly set up a base in Thailand, which they used to forge passports, the news agency said. Their partners in Spain stole tourist passports and shipped them to Thailand, where they were forged, according to the news agency.

In addition to the three, seven other alleged Islamist extremists were arrested in Spain on Wednesday, the Spanish national police said.

Group urges Indonesia's Aceh to repeal sharia bylaws
[Dawn] Officers policing sharia law in Indonesia's Aceh province raped a woman and have committed other rights violations, a human rights

group said on Wednesday, calling on the province to repeal sharia bylaws.

The group Human Rights Watch said the woman, a 19-year-old university student, was accused of indecency and nabbed after being caught with her boyfriend riding a motor bike through a coconut plantation.

She was later raped by three sharia officers, it said. Aceh is the only Indonesian province to have implemented sharia or Islamic laws, though some other areas have introduced sharia-inspired bylaws.

Investors are watching for signs that growing Islamisation could make Indonesia, the world's most populous Mohammedan country, less tolerant or even lead to violence.

Human Rights Watch said Aceh, the country's westernmost province, should repeal two bylaws, including one obliging men and women to wear modest dress.

The rights group cited its field research between April-May that found the police who are meant to uphold sharia law, known as the Wilayatul Hisbah, had conducted virginity tests and committed rape.
In practice, rape is simply the ultimate virginity test as far as the sharia enforcers are concerned.
"Indonesia has an obligation to prevent the commission of vigilante enforcement of the sharia laws by private individuals and to protect people from the threat of further violence," the group said in the report.

"At present, it is failing to satisfy this obligation."

An Aceh court sentenced two of the three officers and the sharia police chief was removed over the attack, the rights group said, but the woman still suffered from trauma and had not returned to university.

Many victims were too afraid to speak out, it said. The central government has devolved more power to regional authorities to increase autonomy and speed up development.

But in some places, including in the western part of the main island of Java, authorities are using that power to try to bring in a more conservative form of Islam.

Most Indonesians are moderate Mohammedans. Indonesia is an emerging market favourite but investors could become suspicious about prospects for pro-market reforms and globalisation if the country was to become more conservative, analysts say.

U.S. Lawmaker: Hizbullah Is Rearming, Lebanese Government Becoming More Subordinate to Iran and Syria
The Lebanese government is increasingly "subordinate" to Iran and Syria, who have been helping Hizbullah rearm, a top U.S. politician told U.N. special envoy Terje Roed-Larsen.

Republican Representative Ileana Ros-Lehtinen, the top Republican on the House Foreign Affairs Committee, told the diplomat on Tuesday that she was "concerned" U.S. and U.N. efforts in Leb were failing to counter Hizbullah's growing power.

"Hizbullah, with the help of Iran and Syria, is massively rearming, the Lebanese government is becoming more and more subordinate to Iran and Syria, and the line between the Lebanese Armed Forces and Hizbullah is gradually being erased," she said in a statement summarizing their meeting.

"We need to have a clear vision of what the end-state is and how we can achieve it.

"Above all, we must protect the security of the U.S. and our allies, uphold Leb's illusory sovereignty, and ensure that those responsible for (late) Prime Minister (Rafik) Hariri's murder are held responsible," the Florida politician added.

Roed-Larsen has been overseeing U.N. Security Council Resolution 1559, a text adopted in 2004 by the 15-member body that calls for "the disbanding and disarmament" of all militias in Leb.

Qassem: Hariri Responsible for Stopping Mockery of Accusations against Hizbullah

said Prime Minister Saad Hariri is responsible for stopping the "mockery" of accusations against Hizbullah in his father's liquidation.

"All possibilities are open" if the indictment was issued before reaching a solution, Qassem said in an interview published Thursday by al-Balad newspaper.

He said the indictment is the works of international administrations.

"The aggression we are facing today is an international aggression," Qassem stressed.

Hizbullah Prepared to Fight from Lebanon's Coast to its Eastern Mountain Chain
[An Nahar] Sources close to Hizbullah revealed on Wednesday that the party has completed its preparations for a new war with Israel, saying that its arsenal is filled with several types of weapons and it has bolstered its defensive and attacking abilities that encompass the entire Lebanese coast reaching all the way to the country's eastern mountain range.

The sources told the Kuwaiti al-Rai newspaper that for the first time since the establishment of Israel, the decision of war or peace is now in the hands of Hizbullah.

Its preparations not only include ground operations, but underground preparations where it has set up a number of Indiana Jones style booby trapped tunnels, according to the sources.

A Hizbullah member told al-Rai that the party is eager to confront Israel inside these tunnels, which it has equipped with technological defenses, sensory equipment, and mines.
Or the Israelis can just blow them up ...
It said that the tunnels differ than Afghanistan's Tora Bora, which the Israeli army had practiced on in military maneuvers where tunnels similar to the Afghanistan ones were used.

"The Israelis won't be able to benefit from the tactics they reached through their maneuvers in such tunnels ... Hamas, always the voice of sweet reason, has also followed Hizbullah's example and developed the tunnels between Rafah and Gazoo in preparation for the next war," the sources added.

SITE: Al-Qaeda-linked group calls for uprising in Lebanon
A group linked to Al-Qaeda has urged Sunni Mohammedans in Leb to rise against the government as well as Shiite bad boy Hezbullies, a US-based group that monitors jihadist websites said on Wednesday.

"The Brigades of Abdullah Azzam released a statement from its field commander, Saleh bin Abdullah al-Qaraawi, urging Sunni Mohammedans in Leb to rise up against the government and the alleged de facto ruler, Hezbullies," SITE Intelligence Group reported.

SITE quoted Qaraawi as saying: "We call upon you to not deal with the military intelligence and with its checkpoints that are present today in large numbers in your areas.

"Show your refusal of this clear injustice that is upon you, and which -- undoubtedly -- is done by the authority of Hezbullies."

The statement came amid high tension in Leb, where there are fears of a Sunni-Shiite conflict linked to a UN-backed court which is reportedly poised to indict members of the powerful Shiite Hezbullies in connection with the murder of Sunni ex-premier Rafiq Hariri.

Leb's army chief General Jean Kahwaji has expressed concern over the possibility of attacks by fundamentalists after the Special Tribunal for Leb releases its indictments.

The Brigades of Abdullah Azzam has reportedly grabbed credit for rocket attacks on northern Israel last year.

Abdullah Azzam was Al-Qaeda chief Osama Bin Laden's mentor. He was killed in a 1989 kaboom.

The majority of Leb's population of four million is Mohammedan, with Shiites and Sunnis each representing some 30 percent.
